How to transfer money:
1. Go to the neutral auction house in booty bay with the character you want to transfer your money too.
2. Put up some random item for the amount of money you're going to transfer to him.
3. Go on your other character and buy that same item.
4. Money successfully transfered.
You can't buy things from your own account.

Yea, how clever to pay for faction change every time he wants to send some items/gold.
Best way woul be to put an auction on one of the neutrals and then have a friend / guildmate get them for you and give it to you ( needless to say, must be someone you can trust).

Considering it's the ONLY WAY, yes I posted it. Wether or not he's willing to pay the real cost is up to him.
The neutral auction house takes a hefty tax for transferring money.
