Fury isn't particularly viable at lower levels, the skills and talents you have available to you until level 36-40ish are extremely lackluster, and pale in comparison to arms.
Fury is very viable at lower levels. The talents from fury are actually much more useful than arms beginning out. Who wouldn't want an automatic 5% crit chance (Cruelty) between levels 10 and 15? Even Booming voice and Piercing howl are much more useful than arms. DW specialization, Enrage, Death Wish, Precision, and even Flurry rocks.
Only good arms talent is Imp Overpower combined with Taste for Blood. The only advantage Arms has over Fury is that you can use the BoA / Heirloom 2 hander easier with Arms.
As for missing a lot, generally to level Fury well you'll need some good one handers. You'll generate so much rage from DWing that the miss factor won't really be an issue. The health recovered from Bloodthirst also comes in handy.

so a static 5% crit chance for all of those wonderful on next attack abilities which occur every 3 seconds is worth more than a functioning ability that is up every 3-6 seconds that will hit for as much as a normal blow, with a 50% increased crit chance?
Its a static 5% crit chance increase on ALL attacks, not just next on attack. Remember you get DW at 20 so cruelty applies to both weapon attacks and all specials.
What's this functional ability that is up every 3-6 seconds that arms has over fury? Are you talking about rend? Because you can DW Fury and use rend if you wish as well. Also overpower procs more while you DW.

yeah but we're not discussing pallies or DKs here =)
fury takes the longest to pick up the pace so i would recommend avoiding it till you're able to get Tgrip and even then it's somewhat slow going...unless you can snag some uber BC 2 handers like world breaker, the crow axe from H seth halls, etc
in terms of just starting out arms isn't very good until you can get taste for blood and prot has the lead as a shield brings a massive amount of survivability at low levels
i'd say 1-27 as prot, 27-60 as arms or prot, 60-80 as anything with fury being slightly behind, heroics/intro raids as arms or prot (fury can but once again slightly behind), and finally endgame as anything
