yea - its worth while to keep all kinds of gear, at a low level, just having a 1h and shield will do just fine to tank
sure! why not say you can tank! until Outland people arent all that picky, slap on a shield, hit block, sunder, TC, and taunt if you need to :) not very hard, and why not!! you could even tank most instances (below ZF i found) with either a 2h or 2 1h's

tanking depends heavily on gear, especially for warriors...
now that being said, don't expect to be able to tank heroics and raids, but other than that you should be able to tank easy

Now my question is, should i be telling people i can tank when im really spec'ed for DPS?
If you have taken the time to learn to tank & understand how to do it, then yeah go ahead! Practice makes perfect & while we can't expect others to be our guinea pigs, we do get a bit of breathing room (from rational players) in pickup groups.
As far as telling them you're a tank, many players won't know or care as long as you do your job. If you know the dungeon beforehand tanking will be much easier. Make sure you're only trying to tank normal dungeons, though. Just check before you hop on a gryphon or bat, "This is normal, right?"
Second, should i be keeping a shield with me? Is it going to be worth it, no one has told me i suck at tanking... yet. I just dont want to run an instance get my party wiped.
Yeah, no excuse to not have a shield. Keep any wonderful Stamina/Agility or Champion-esque items you may find for your temporary leveling-tanking suit. This is the suit I call it as you're on your way to level 70. Btw, what level are you?
Parties wipe. You have to move on; if you stay back there, at the wipe you'll never get moving. As a tank you have the ability, provided you can support it with your skill, to control the flow of a group. This includes pace & creature extermination just as much as it does ambiant mood. You control the temperature, break the ice first, but keep an objective mind. Many players will view excessive chattiness as a sign you're not going to pay attention. One way of doing this is to always be 1-3 person at the dungeon, so you can hurry other members along (in a very light, courteous manner) while having an excuse for your banter.
I digress.

Your raid leader can give you better advice, when you're geared & ready to enter Karazhan, about what role you'll be needed for. Having the debuffs delegated to you is an honor, imo & shows both trusting & approval of you from the MT. Working closely with your MT is very important & can present new possibilities, things too advanced for me to start spitting out here (for sake of confusion, haha).
You'll want to alter your Fury build slightly, less so if you are going partial-Arms. If you're to be a Fury/Prot. hybrid then things get a little more expensive (talent wise).
Presuming you'll be Arms/Fury you'll want just as good tanking gear as you can get (it'll be fun, too since you'll be earning lots of gold doing these quests at 70, you won't likely finish them all before 70). You'll want to look at Imp. Thunderclap & 2 of 5 points in Imp. Demoralizing Shout (more if you can afford it, for trash can be reduced by all 5 points). Commanding Presence will obviously help with your Shouts, =)
I've written some other posts about things such as this today, so be sure & take a look at posts, such as these:

Some of the links above may not entirely apply to you, but it may help you understand the things done by an MT (which will be done by you instead, likely) & just some general things I wrote today that may help you putting together your tanking suit. Concepts, things like that.

No one expects a warrior to be prot until lvl 70. Keep a set of tanking gear with you, and keep it updated. 9 times out of 10, if you show up with tanking gear on and a shield, people wont even ask you what spec you are.
Biggest issue you run into once your 70 is TPS and mitigation. You tend to lose aggro easier and it takes more mana for healers to keep you alive. Tac mastery helps with TPS when spec'd fury or arms, but you really need defiance, and shield slam at 70.
