just made this spec up for fury lvling. my current warrior is only lvl 10, so i was hoping this would be a good build to lvl up with till 70 when i spec to a MS war.

That build was incomplete for leveling to 70, it would only take you to level 50, though I understand what your intentions may have been.
The only real problem with the build: you left out Weapon Expertise. This is just as important as +hit for it alters the combat table in a very similar fashion. Where
hit
removes your misses from the table,
expertise
removes parry & dodge both from the table (more importantly dodge).
You would need both Precision & about 95 hit rating to meet the soft wall of 9% to hit. This means your special attacks (yellow damage) will not miss...but they can still be dodged (or technically parried). Considering this, specials are still vulnerable however, when using Expertise it further alleviates problems on the combat table.

for learning your way up to 40, so here is that build:

The last two points don't really matter, you're going to respec at level 40 so you can get your 31-point talent: Mortal Strike.

When you compare the two, it generally looks like you're getting crap in the Fury tree. This is true at such a low level, you're basically just swinging & missing, hoping you get +1 rage every second so you can Heroic Strike more...^_^;'

I strongly disagree. I've leveled both as fury and as arms (2 different warriors - fury on pve server, arms on pvp server).
Unless you're on a pvp server it's alot easier to level as fury til 51 - then at 51 go arms, pick up the quest for the ice barbed spear from AV (win one game it's yours) and go to town - it's obscenely over powered for it's level.
At 58-60 ish, when you can get some outland greens, go back fury. If you are on a pvp server however, level arms the entire way. At most, go 31/30 arms/fury - but mortal strike is a must for pvp until you're in full season 2 gear and weapons - then fury is an option.

Gotta disagree that 2h is better than DW before 40. I'm currently leveling a DWing Warrior (lvl 25 atm, specced 11/5), and its much better than the 2h Warrior I leveled earlier. I kill faster, and fighting is more engaging as you don't have to wait for the swing, and get more rage.
While I do have pretty good gear (average armor, Cruel Barb and Bite of Serrakis), I did with my 2h Warrior as well (good armor and Sin'dorei Warblade).

There are two types of warriors:
ones who like dual wield
ones who like two-handers
I'm a monogamist, personally.
Actually on my first warrior I picked two-handed weapons & by early 20s I went dual wield for the "effect" - being on the alliance at the time, the dual- Cruel Barbs swaying on your hips became quite the trend. Around level 30-40 I dropped the blue swords from those levels (Hm, Vanquisher's Sword & Sword of Serenity?) in favor of
The Rockpounder
. It was so incredible back then...hard to come by.
After that, I never looked back. MS was incredibly good in the 40s & into the 50s...the mace made it even better & it really lasted. They even dropped the mace 4 levels, so it will last you an additional four levels now, =0
