I am finding myself wanting to do more instances on my currently Fury/Arms warrior. As such I would like to gather a few of the early useful Tanking talents. Quickly I put together the following 0/43/18 build

and I was wondering if that would be a useful "build to this" build. Also since I am 63 right now I am not sure which talents to leave off. I think Rampage is worth it but if it isn't really then I could be tempted to leave off the top 6 talents in Fury to start Prot earlier but I am more tempted to leave off weapon mastery since dodges don't occur that often against me.
Leave off Weapon Master would put me at this 0/41/13 build for 63

which would then be built up in Prot first and by the time I get to around 68 I might go full Prot anyway. Lastly I wanted to know whether Anticipation or Toughness was more worth the points as an early 60s and even up to early 70s Prot warrior tanking mostly normal instances. Any and all advice welcome.

The points you can change around would be things like Piercing Howl, etc.
You had a full 5 demo Shout which I don't view as necessary, though I can see how it might help downtime. The same case could be made for 5/5 Commanding Presence in that the monster dies faster (thusly no more damage taken).
As far as how to get there...it would likely be better to use this build at level 64...a little lacking, but as you said you're doing dungeons (and liking it!) right now, so here you go:

: If you're still level 63 just remove one point from Defiance until you ding. Once you get 3/3 Defiance go back to Fury until 70 & then properly respec to Imp. Shield Block by removing Anticipation & Toughness.
Anticipation vs. Toughness (while leveling)
At first glance Anticipation might fill more holes in your armor by providing a large amount of defense skill, however the theory is that if you don't have max level defense vs. the creatures you're fighting to push critical hits off the table, then it really doesn't matter. The chance to be crit is there regardless if you take Anticipation or not...so if you can't fully remove it from your table (which is near impossible while leveling due to the fact calculations change or reduce effectiveness each level you reach) then you may as well take a more linear approach.
This is where armor from Toughness comes in. Getting as much armor & stamina on your gear while leveling is very helpful for tanking leveling dungeons. This will scale directly with Toughness which increases the value of your health (thusly, you live longer & withstand more damage) which of course makes it much easier for healers to heal you. As you reach max level of course, the defense from anticipation can (with gear) push you up to and/or over the defense minimum. The minimum for a level 70 against a level 73 is 490 defense (this effectively wipes crits off the damage table in theory).

Opps, the 5 Demo was an accident, click on the wrong talent. Thanks for the other advice. Is Weapon Mastery worth losing 2 points in Imp Beserker Stance? That is the only other thing I am unsure of.

Try to fix your talents so you don't have to make that decision (Imp. Berserker vs. Weapon Expertise). It would be most wise to keep them both & completely doable.

I was more referring to your 41/14 build that has 3/5 imp Z stance and weapon mastery, since precision and Bloodlust are by far more important. Once I ding 64 I will respec, till then I am staying with what is in my armory link which is fury with arms up to 1 in deep wounds.
Now that I have looked at them more here are more questions:
The 1 point in Imp Demo, was that because I had 5/5 in it? Because if so I will reallocated that point seeing as I mistakingly had 5/5 Demo versus 5/5UW. Also, are Imp Rage or Imp WW worth the points? I like the shorter cooldown on WW I have right now, but I find myself low on rage from all the WW, Bloodthrist, Rampage, etc. that I don't ever Heroic Strike, so if I find myself high on rage I can dump it other places.
My typical rotation has been: Pull with Crossbow, Bloodthirst, WW, repeat till enough rage for Rampage/Shout. I pull with my CBow mainly to level the skill in it but I sometimes Charge, battleshout then switch stance, having the Prot talents will help with that I think.

The point in Imp. Demo was for level 70 (you may use a maximum of 2/5 for raiding & takes debuffing away from the main tank, it's a good thing). You could put it anywhere, really. I view things like Berserker Rage & Imp. Whirlwind as optional talents, but with the Whirlwind changes in 2.3 I would say the talent is probably a lot better than it was before.
The build that didn't have full Zerker & Weapon Mastery was incomplete - you can still add the remaining talent points to the build (might have to click "Unlock" at the top-right).

: The first build was for level 70 (which you may have to respec for). This one was built to help in normal 5-man content as well as offtanking (hence the 1 in Imp. Demo.).
The second build was for leveling & where you stood at your level. It was built with tanking & solo ability in mind.
That said, the full level 70 build does have 5/5 Imp. Berserker stance. Both builds have Weapon Mastery (as it rightly affects both builds).
If you want Imp. Whirlwind & Berserker Rage we have to start pulling points. Toss out Imp. Demo Shout & remove Imp. Taunt in Protection. This gives you 2 points for Imp. WW & a single point for Berserker Rage. If you're that dead set on Berserker Rage you can pull a point from Commanding Shout...
but I wouldn't recommend it
. Piercing Howl or Imp. Taunt are good choices for that last little point as well.
EDIT
: I loved the talent Imp. Berserker Rage a lot, but in the end I dropped it from my build in 2.1 in favor of more useful talents (e.g. full Commanding Presence).

: Taking only 1 point into Imp. Whirlwind allows your ability rotations between Whirlwind & Bloodthirst to coincide better.
