When you cast a spell whit a chill effect, you have 15 % of get finger of frost, and a 5 % to prfo frost bite. Its like roll a 10-side dice and a 20-side dice, if you get 10 in your first roll OR 20 in your second, you win,.
This is incorrect. You have a single roll on a 20-sided die. If you get a 20, they're frozen in place. If you get a 18, 19 or 20, you get FoF.
If you have 15%/15%, then it's the same thing. If you get 18-20, they're frozen, and you get FoF. No second chance roll.
Edit: Incidentally, Brain Freeze doesn't fit in with the roll system. It has a separate proc chance.

There is still an advantage in having both while levelling. Rooting them in place stops them advancing (obviously), and it gives you time to either focus on a second mob, or otherwise. Personally, I use it when grinding, because Frostbite procs quite frequently when Blizzard'ing, and that will keep them in the AoE radius.
