Bladed Armour with good gear comes to like 750AP for 5 points.... i'd call that a must, it boosts your threat so high that you'll never need to gem for str or even enchant for +threat.
As for Frost, get Killing Machine because its fantastic. Will proc 6-7 times a min, giving you a crit chance comparable to geared DPS.
RP Mastery isn't so great since you have to dump RP before you hit 100 or you're losing threat via your rotation.
I don't like Hungering Cold because it essentially breaks instantly in any kind of AoE situation.
Accimilation is far worse than it sounds because a boss will have to hit you with a spell 3-4 times in an 18 second window (assuming 0% resist) just to proc one stack, how many bosses do that?
Ravenous Dead is horrible for non-unholy, you really need the points elsewhere.
I like morbidity due to lack of downtime and more DnDs on trash (wait... does anyone really pull aggro anyway?)
My Frost Build is:

Ravenous Dead is great for any tank that's 3% strength for the strength to parry conversion.
No it's not.
With 1000 Strength, that's 30 Str.
30 Str /4 = 7.5 parry rating. Even without DR, that's less than 0.25% parry.
That's less than 0.1% parry per talent point.

Avoidance focused or not, why the hell would you spend 3 talent points on .25% parry? You'd be better off getting just about any other talent.

This is a tank build, which I would recommend....
http://www.wowhead.com/?talent=j0EMZGxxt0e0RMoVosx0x
Its not very different than the others, except i have no points for Obliterate. For me this talent is made for frost dps and not tanks. With Killing Machine, you can have all the damage and thread you need, plus the avoidance needed for a tank.
Plus I see a lot of "you if have ......." you don't need that, but for me Icy Talons is a must for me... 20% increased attack speed on trigger + 5% on all times, so I see my 3.4 weapon be hitting each 2.7secs ...
I don't know, just a personal decision.
With that specc you will have to reply IT and PS very often instead of using HB. Epidemic is almost mandatory for me.

Why would all people around here recommend tanking builds when the 3.1 patch is one or at most two weeks away? Major changes are NOT likely to happen now so, based on the current data on the PTR wowhead, I'll suggest
THIS
as a good tanking build.
Associated Glyphs suggested:
Icy Touch
(instant high RP generator - 25 - and Frost Fever application),
Frost Strike
(now costs 32 RP, essential TPS ability) and
Unbreakable Armor
(6% of current armor value absorbed from any incoming attack, magic or physical).
Basic multiple target tanking (trash mob packs) technique: Icy Touch > Pestilence > Deathchill (if available) > Howling Blast > Blood Strike (puts Blade Barrier up) > Frost Strike on main and secondary targets. After 8 seconds, Howling Blast again, keep Blade Barrier up (Blood Strike / Blood Boil) and dump RP via Frost Strikes
. No need to watch for Rune Strike procs, as trash mobs usually die fast and melee attacks & Frost Strikes made on main and secondary targets besides the Frost Fever, Howling Blast and Icy Touch are enough to keep aggro.
Basic single target tanking technique (usually bosses): Icy Touch > Blood Tap > Deathchill (if available) > Howling Blast > Obliterate > Blood Strike > Frost Strike / Rune Strike RP dump.
I recommend using Frost Strikes as a priority.
You will need at least 8% hit (the melee cap) and some hefty expertise, as Obliterate and Blood Strike may get dodged / parried, delaying your TPS cycle. Fortunately Frost Strike and Rune Strike don't.
