Don't be offended, I'm that retard. Just thought I'd impart some knowledge that I just discovered last night.
I've been playing WoW for about two and a half years now, always with "acceptable" framerates. I have everything turned all the way down, except for View Distance and Particle Density, and I keep ground reflections on, as I need it for pally tanking. Those setting get me
15-20 FPS in 10-mans.
. Generall, I only get 30 FPS when I'm alone in an old instance...
Then, though complete accident, I found it. For the last 2.5 years I've unknowingly been playing with 4x AA enabled! The option is under Multisampling, and for whatever reason, I never bothered to check! I switched it to 1x and now with those same graphics settings I'm hitting 70-90 FPS in 5-mans, and maintaining 50-60 in 10-mans, haven't tried 25's yet. I get 50 in Dal and about 70 everywhere else. It's like playing a whole new game!
Sorry if this is "No @#$%" information, but it made a HUGE difference for me. Just thought I'd share.

Intel Q8200 CPU
GeForce 8400GS (lowwwwww end)
4GB DDR2 RAM
I play at 1440x900

Yep :)
I think I saw a post like this either on these forums, or in one of the ingame tooltips. I think my PC lost its variety of Color Depth options though... somehow...

The color depth for me has been taken out. I had a 7200 and that's the only time that it showed up. Now that I have an 8800 it's taken out.
However, when I tried it. The only thing I noticed that was different was the transparency of some spells/models. It would look like instead of a smooth transparent model, it would be full of "dots"... if you know what I mean. Tough to explain.
Anyways, I know this does work for improving your FPS quite significantly.

Update your video drivers. If necessary, go to guru3d.com and download the DriverCleaner app. It'll remove all of your old drivers that may be causing conflicts and allow you to do a "clean" install of the new ones.

I've been having issues with frame rate as well, but my Multisampling (nothing that says Color Depth, but this is what's next to Resolution) is already at 24-bit color 24-bit depth

In 10 mans I'm ok at 10-20 fps, but 25 mans I'm usually at 2-5 fps. Needless to say, it's quite horrible. All of my video setting in the options menu are set to low (even particle density and view distance, unlike the OP), so I don't know what I need to do to fix this.
My graphics card is an nvidia geforce 9600m gt. Maybe some settings in this? I don't wanna mess with things when I don't know what I'm doing though.

What about your CPU and RAM?

I play on a laptop mostly, and it's running Vista SP2, Athlon dual-core TK-55 @ 1.8GHz, 3GB RAM, and an ATI X1250 video card.I've looked all through my video options and cannot find the AA option, though I seem to remember it being on the desktop I have that just died.
Could it be that players who do not have cards capable of AA will not see the option?

Correct on the AA thing.
Also, I want to say your CPU is the limiting factor here. My wife plays on a laptop as well. Same CPU, same RAM, and a GeForce 9300M GPU.... TERRIBLE performance. She's getting my PC when I upgrade in a couple days... i5 + HD 5870 = /drool

My performance isn't HORRIBLE, but my connection can't survive a 25 man raid. If I don't lag out and d/c, by the time my frames catch up I've burned to death in Koralon or been roflstomped by 30 whelps. Yes, I've always figured my CPU was the limiting factor on this machine. After the wedding, I'm rebuilding my desktop with an E8300 I just got off ebay for $35. = )

What about your CPU and RAM?
I'm running Intel Core 2 Duo 2.13 GHz and 3 Gb of RAM (restricted by 32-bit Vista, soon upgrading to Windows 7). FPS hasn't really been an issue really until recently, and I have all addons except DMB, Recount, Omen, X-Perl (unit frames mod) and Dominos (action bar mod) turned off. These include memory !@#$% addons like Carbonite, Auctioneer, and GearScore.

There are actually a few select scenarios (such as my setup) where turning
-on-
AA will boost your experience, namely when the GPU is the most powerful component of the entire system and bottlenecked by your CPU.
I have an old-ish Inspiron 531 from Dell that I upgraded with some RAM and an 8800GT from Nvidia. The card is a beast, the system is not; turning up AA actually loads more work on the GPU and thus brings the rendering time of a frame a little back in line with the speed the CPU can process it in, making for smoother gameplay overall.
