I think it should be reclaimed, except that half of it is collapsed and destroyed, cause frankly its just too big.
Then have someone in it, a neutral person, who teleports you in the past to go to the Gnomeregon dungeon.

From what I have read, the majority of the city will be like a normal city, but then towards the back will still be a instance area.

Aliance
Humans + Worgen = Stormwind
Draenei = Exodar
Night Elves = Darnassuss
Dwarf + Gnome = Ironforge
Horde
Orcs + Trolls = Orgrimmar
Taruen = Thunderbluff
Forsaken = Under City
Blood Elves = Silvermoon City
Goblins = The Undermine
Alliance getting Gnomeregan would equal out the capital cities.
True, except Undermine won't be a Goblin capital city. What I've read is you start there 1-5, but then ye olde Cataclysm destroys it and while you're attempting to flee the ship you're on crashes on the Lost Isles for the rest of the starting zone, and Undermine is no more. Apparently the Goblins will be building their own new city in Azshara though, so the "city tally" should still be correct.

Actually, the Worgen get their own capitol city in their starting area, probably with a port section to connect to SW and other Alli cities. Their city will NOT be SW. Thus, both sides have an equal number of cities. If they give the gnomes a separate city, then Alli will have 1 more city than Horde.

Gilneas City isn't a Battleground in Cata. Gilneas Harbor(Or something along those lines) is going to be the new "Battleground". Although, in truth it's more of a Wintergrasp type of thing most likely for the level 85 people of the game rather than being for the 80-85 group.
I'm however confused as to will have a buff like WG that affects everyone in the map/expansion, or will it be specific only to the Eastern Kingdoms side of the map, and if so, will they implement one for the Kalimdor side?
The possibilities are endless. imho, let Blizzard release what they want, and let us continue to speculate.

They have only confirmed that the Worgen get their own section in Stormwind.
This, plus they have stated the Worgen starting zone is going to be heavily phased. It's likely the capitol city will start out useable and then become destroyed/unuseable, similar to how Undermine will become unuseable for the Goblins.

The gnomer instance will still be there, but most of the outer part is getting an extreme makeover. And don't forget, Stormwind park is the Night Elf area, the Dwarf district is Gnomes and Dwarves heh, so a new Worgen section isn't that surprising.

For Gnomeregan! For the Gnomes! For the Tinker!
I swear, I've waited all these 5 years, just for this. I have been hoping, since my gnome was lv 13.
I think, All hope - for Blizzard. Might not be lost.
HURRAY!
