For those of you who may have been wondering, unlike other gathering professions where skilling up is based on the difficulty of the item (Ore Nodes, Flower Nodes, Animal level), Fishing is not determined by location. Yes to fish successfully in certain areas you have to have a certain fishing skill to meet it but you could in theory (if you wanted to spend the time) level from 1-300 fishing in your starting area. This is of course not counting for having to buy the book

Nat Pagle, Angler Extreme to do the quest for Artisan Fishing (like all other secondary professions you'll have to do a quest to get to Artisan and this one will run you all, too bad we don't get frequent runner miles =^.^= ). Anyway, all this mentioned and I'll go back to what I said previously. You can easily (by easily I mean less time consuming) skill up your fishing right at your major city or starting area. "How's that possible?" you might ask. The answer is simple. It doesn't matter where you fish, your skill up rate is determined by the number of SUCCESSFUL catches. Not by the area you fish in or the kinds of fish you catch. Meaning everytime you get a loot window to get a fish (or some other kind of random junk) that's counted as a successful catch. There's a formula associated with this and it goes a little something like this.
(current unmodified fishing level - 75) / 25 = total # of fish required to level, with a minimum of 1 fish per catch.

Format = Current Fishing Level - Average Number of Successful Catches Required to Gain a Skill Up:
100 - 2
115 - 3
140 - 4
165 - 5
190 - 6
215 - 7
240 - 8
265 - 9
290 - 10
