Why not feral agression? i find it pretty usefull at my current lvl (54) :/ idk if it gets useless at higher lvls tou, but i really like the 15% dmg on ferocious bite
Because -5 energy/rage cost on your core abilities beats it by far. The difference between 45 and 40 energy is huge when energy ticks for 20/2s. You can try to get both, but then you waste 5 points that could be used for even more useful talents.

is the normal standard feral druid build for PVP and PVE.
For that build you want to do feral till mangle. Then do 50-60 in resto (in my opinion) for Furor, naturalist. At 61 take OoC, then go back to the feral tree and take whatever else is needed, or of course taking 3 for Natural Shapeshifter before going back to the feral tree. Leave Nature's Grasp for the last point - level 70.
How you spec up the feral tree is up to you, most druids find it more useful at lower levels to take thick hide over feral instinct unless they run with a party 24/7 and tank stuff.
Feral charge is a must at level 20, as is FFF at 30, LoTP at 40, mangle at 50 - once its available get it.

basically everything in feral besides true PvP talents and the relatively useless feral agression. all the true feral talents in resto except intensity, and 1 point in natures grasp

Lesser rage/energy cost far outweighs having extra damage on FB. Personally I find it more fun to hit 5 pts, hit rip move onto the next target while the rip dot finishes off the first. Even without the talent FB is an ok finisher if a rip won't tick to full in time, you just don't need to talent it out.
The only time I would take Feral Aggression is for Resto arena :)
