I would turn that build you proposed into
THIS
one. If you are the only one putting Demoralizing Roar up, then yes, Feral Aggression is worth the 5 points. OOC is not at all necessary in a pure tank build. 5/5 Naturalist is - higher TPS. And Improved Mangle - shorter Mangle CD means higher TPS once again. Leader of the Pack is not so much of a benefit for you, more of a small benefit for the raid. For a pure tank build I would not consider it. Improved MotW is not necessary now either. In 3.1 it will be a very nice talent, for +2% all attributes.
