It's very hard to get a mount not of your faction at level 40.
Not anymore, provided you start doing every single little quest (beginning from the starter area) of the faction you're interested in as soon as you can (typically, around level 20something). If you do it when you're still low enough, you'll get full reputation for every single quest.
Granted, I haven't done it in a while, so I don't know if it's been changed recently; but I got exalted with Darnassus on my draenei mage at level 30 back in February (on the 23rd, according to the screenshot I took), so it's definitely possible.
On the other hand, it
is
still very hard (maybe impossible) if you wait too long to do the quests. In that case, do all quests you can, and then just be patient until runecloth turnins open up. :/

Not being exalted with your home city doesn't mean anything - you can happily buy the mount for it anyway. It's for factions other than your home faction that you need the exalted rep for access to the mounts. :)
Furthermore, unlike how it was some time ago (before TBC), the riding training, not the mount, is the biggest part of the expense - so if you get your home faction's mount, you won't really be spending that much gold extra (the riding skill is good for everywhere, and mounts cost very little in comparison).

Yep. Mounts are not mutually exclusive, you can have however many of them you want. :)
These
are all "default" racial mounts (ie. available on each faction's vendor) usable by Horde characters with the lvl40 riding skill. You'll notice they all require "Riding (75)": that is
this skill
, taught by every single faction's riding trainer (including your home faction).
For your home faction, you won't need any specific level of reputation; what reputation you have with it will simply impact how much what you buy from members of that faction will cost you.
For factions that are not your home faction, reputation matters in a very simple manner - if you are not exalted, the riding trainer and mount vendor will not train you in riding or sell you the mount.
The fact that they won't train you in riding is irrelevant, as you can buy that from your home faction. Riding is universal. :)
