Blizzard are known to take the easiest way to solve a problem. If there ever were a cheap way to go, they surely went that way. Every time. So while thinking about the itemization problem, giving enhancement shamans the possibility to wear plate doesn't seem like a far-fetched idea to me.
Blizzard did say that something will be changed in the armor department for enhancement shamans at Blizzcon last year. Be it better stats on mail or simply wearing warrior armor. But we can only speculate at this moment. I think it's possible at least.
