Well as things stand right now I'm sitting at 23 for an expertise score atm, none of it from enchants or gems and all from gear so I would say yes.
This

I understand all the caps and what they do.
Like i said, i want to know whether to gem for expertise to hit cap or wait on gear to do it for me. I have read and heard from several sources that gemming for expertise severely gimps potential dps, even before one has reached the expertise cap.
I understand the importance of it and what it does, I'm just looking for someone to verify the claims that you should gem str and ArP, not expertise.
It is clearly stated in every single dps thread out there for DK's. Never gem for expertise let your gear do it. Strength is the way to go for gemming once you are hit capped.

you should gem for str always untill you reach a high amount of AP raid buffed ( I think its like 6.2k or something) then gem for ArP if blood. and i dont want to get involved but even if Eleazer's reply might of seemed elitist he gave you the answer you were looking for. so no need to snap back at him. he just gets tired cuz we have stickys on stuff like this and still get people posting about it. So take a step back and breath. There is no need to fight about something like this. So in short never gem for Expertise you'll get gear that will have it so there will be no need, and if your not hit capped then its worth it dps wise to gem to reach it, but you'll be better off trying to find gear with hit on it. most often it would be and upgrade anyway.

sorry i would assume that outta that would would have got that Str and ArP are always better to gem for. but stat wise Exp is still second to Hit rate to get because the less you miss the more your dps will be.

I can understand this guy's frustration on trying to find answers about where exactly Expertise comes from for DPS. For raiding, everyone always says you should be soft-capped at 26. But then look at the gear that drops in Heroics for plate DPS...where is the Expertise? So like Chez, I've wondered about gemming or enchanting for for Expertise only to be told its a bad idea. So how can I get started in raids if I don't have the proper amount?
Of course, all of this is now null and void thanks patch 3.2 and Heroics now dropping Emblems of Conquest. The gear bought with those have plenty of Expertise to go around. =)

Just frustrated lately cause im decently geared, have a great rotation and spec, and cant put out the dps i should be. Just trying to figure it out.
No excuse, being rude is being rude.
Obviously you are doing something wrong.
Further more, if you know anything about melee/physical damage dps you know that gemming for expertise is always never acceptable in terms of min/maxing your character. Most of the time gemming for a damage stat be it str, ap, or agility is far superior, and occasionally hit is acceptable.

Sometimes it's better to just armory top players in the world. The simplest answers can be had by looking at their specs, gear, and gemming. If they don't worry about certain stats, you probably shouldn't either.
How can you tell who the top players are?
