As rogue, stick with mongoose, the proc; 120 agility, scales with kings, so you get 132 AP ~3.26% crit and 2% attackspeed.
Executioner is maybe better only if you already have loads of (passive) armor penetration.
Executioner is the best enchant for warriors and enhancement shamans.

what about SS??
if you have mongoose in your MH and use SS, doesn't it have a chance of proc'ing of that?
I use swords and didn't get to enchant them yet, but if mongoose procs off SS then I see no reason why there should be anything but mongoose on your MH.

after having a look on the forums and at the big discussions about executioner, I think that most rogues need this enchant. also, if you get that trinket that has a chance to reduce your target's armor by 1000 and you COULD use rogue's Expose Armor (if there is no tank on the target, applying sunders) then you can deal some nice dps.
However, going back to the question, I think that each person should decide for himself which proc he wants to happen more often then the other and apply that enchant on his OH (if it has mongoose on it, just leave it. wait till you get a "better" weapon).
And yes, I know that it depends on *luck* (when enchants proc) but theoretically the OH should proc more often.
