Enhancement Shamans on the back burner?

I've recently started playing WoW again since the expansion came out. I've been leveling my reps and working on LFR (I do not have the resources for normal raiding). I've noticed that I have been stuck between 19-15th on the dps charts and just a little higher with a 16th-12th on average for overall damage done.
I'm pretty sure I have the rotation down: searing totem always up (unless fire elemental is ready), stormstrike, lava lash, unleash elements, flame shock/earth shock (based on what is up). I drop my wolves and elementals as much as I can. Also windfury/firetounge, lightning shield.
I've been finding myself backing up on heals for most heavy hitting fights switching out chain lightnings to healing rains.
Stat wise I have:
Hit: 9.84%
Expt: 9.36%
haste: 1825
crit: 16.39%
attk pwr: 22297
agi: 10961
Mastery: 41,73
Am I getting hurt by having the hit/expt over the 7.5% suggested mark? Or are enhancement shammies right now just a blah option?

Your gear, gems and enchants are absolutely vital to get right. See an online guide
You need to reforge. Hit/exp too high. Got my doubts about your crit. See an online guide
No idea of what your spell hit is
No need to quote attack power
But if your basic rotation is okay and you are not pausing to think every few seconds or otherwise suffering from internet lag then it all comes down to your basic gear. "Item level" is by far the most important, followed by gems and enchants.
Rotation fixes:
Elemental Mastery/Blast at fight start and refresh
Ascendance on CD too.
Unleashed Elements but only if you bothered with Unleashed Fury
Lightning Bolt on 5 x Maelstrom
Searing Totem always down. Refresh at < 1.5 secs left
Fire Elemental only if you have Bloodlust/Heroism/Time Warp happening
Now after all of the above come the lesser things:
Stormstrike/Stormblast then
Lava Lash only if you have 5 x Searing Flames stacks
Flame Shock but only if you have the Unleashed Flame Buff
and then the real low dps things like:
Unleashed Elements that doesnt have Unleahsed Fury
Lightning Bolt at 4 stacks
Ancestral Swiftness for a basic Lightning Bolt
Earth Shock

The way to get the best DPS out of your enhance shaman:
1) Enchant both weapons with elemental force. It's even better now than ever thanks to the "real ppm" switch that was implemented in 5.1. Elemental force went form about 6% of my DPS to 11% in recount sessions over 3-5 mins - that's basically double, and it's equally useful in pvp and pve.
2) Expertise should be around 6% until both dodge and parry chance for 90 is at 0.
3) Haste is your best friend and you'll want at least 8%. Why 8%? Because unleashed rage gives you 10% melee haste, flurry gives you 15% plus half of that 18% (10% + 8%) which means a total of 42%. FYI this puts near our baseline haste for cata since we'd get 30% from flurry and 10% from windfury totem. Haste also improves the proc frequency of any real PPM enchant such as elemental force.
I sustain around 30K DPS PvE damage wearing mostly pvp gear (ilvl 470) with malevolent weapons; I'd imagine that you could be around 40K in pve gear.

Wow, I'll have to check into that option. I've been messing around a bit more and lowered my hit/expt to 7.5% rage and was raising my mastery. I will look into your option and see what results I get.

I've been keeping to the 7.5 hit/7.5 expt. I've played around a bit more, got a new trinket and a new helm and am now puching between 45-51K dps in a raid. So I'm feeling ok with it now. I've seen my damage overall go up a lot with a new rotation and I have been keeping in the top 10-11 with it.
It still feels like Enhancement Shamans right now are not what they once were, but I'll always like my toon.

Do not, i repeat, do not reforge mastery to haste. Mastery is by far the best stat for gaining dps. If a piece of gear already has mastery on it THEN you reforge to haste. I promise you that youll see far more substantial dps gains from 1% of mastery than you will from 1% of haste or crit
This was true in cata but haste is a lot more effective for enhance now than it was in cata.
Do a recount session and note which abilities deal the bulk of our damage. If we exclude melee auto swings that would typically leave us with stormstrike, lightning shield (static shock) and windfury hits as the main damage dealing abilities.
Mastery does affect lightning shield damage but it does not affect windfury, stormstrike or the proc rate of our enchants. More importantly, more haste means you build up MW charges faster and get more static shock procs for a given time frame.
If you're looking for the best burst in pvp then you could stack mastery over haste and crit, but if you want to be more well rounded when ascendance is on CD then getting at least 8% haste from rating is quite beneficial.

You should always gem for straightAgi, since it's weights are so high. Unless a socket bonus + mixed gem provides otherwise

Mastery > haste. if you sim'd youd know this. there is a break point where haste is better. Once you hit this point haste drops even below crit. Sim it out. SimCraft is invaluable. But if you want a general rule of itemization: mastery > haste > crit, assuming hit/expertise capped. lightning bolt on 3+ stacks. not only at 5 stacks. A hard casted lightning bolt @ 3 stacks is better than auto attacking while waiting for other things to come up unless under the affects of Ascendance, this is the only time youll want to take it to a 5 stack as to not cut off the buffed autos. Also never EVER take EM/EB. Echo and UF is a must (though there is a chance this may be changing in 5.2).
With Echo/UF, Unleashed Elements becomes your highest priority in the rotation (aside from dps cd's) always hit it on CD to maintain the lightning bolt buff. You also never want to put up a flame shock without it being buffed by Unleash Flame. The way our cds fall in line this should almost never be an issue.

As far as enhance being a blah option - Enhance should be a top 5 dps in BiS gear. Enhance is very very strong right now, arguably the best melee dps option in the game.

Sims do not consider every variable in the game and therefore do not provide an accurate depiction of performance. Simulations are, at best, a way to estimate potential in ideal conditions. In less than ideal conditions - which is most of the time in pvp - haste is on par with mastery for the reasons I stated before. Whether one is better than the other is SITUATIONAL.
Also never EVER take EM/EB. Echo and UF is a must (though there is a chance this may be changing in 5.2).
Echo of the Elements is a solid choice for enhance who chooses to focus on mastery and Ancestral Swiftness' passive can get you to 30% haste baseline quite easily. UF is generally better than EB in both pvp and pve.

and the OP appears to be talking from a pve perspective. You can talk about sims not giving an accurate depiction all you want, but sims dont account for player error. there is no player error. So if you want to talk about best case scenarios, in best available gear, in an ideal situation then sim it out, it will tell you what you should be doing assuming youre the perfect player in a perfect enviraonment. Of course its not going to be the end all be all of decision making, but i guarantee you the stat weights are going to be much more accurate than any real world test. And as i said before... haste falls off around the 1.8k mark. Mastery is a much better choice than haste is.
