Axes? Not really. I just flipped through the DB. There's no really good ones. Only ones I saw that were blue were 1.9 speed or so. There are two great 1h maces you can get though. One is a 2.9 speed MH and the other is a 2.3 OH. If you do decide to go for axes, you can look
here
and see whats easiest for you to get.
If you decide to go for maces, dual wield the
Heaven's Light
and
Wirt's Third Leg
.
I'd also just like to echo what TheMoopy said. Spirit is a terrible Shaman stat. It is, again, the worst. Ideally, you'll want a balance of stam, str, and, in my opinion, agi, with int not far behind. Later on, when you get to Outland, try to pick up some items with +hit. That'll reduce your chance to miss. Untalented, dual wielding classes have a base 24% miss chance. So grabbing items and talents with +hit help to minimize that and, ultimately, that will make your DPS go up. Definately pick up Dual Wield Specialization. That'll help a lot. And don't forget the tier 3 talent in the Resto tree, Nature's Guidance. Improves your spell AND melee hit chance. You win no matter what!

I'm currently lv45 Enh Shaman and even when I was wearing leather I was giving agi, str more priority than int or stam (and definitely not spirit). At the moment with mail armor I have a decent 20% crit chance with the agility totem up. I do go on miss streaks here and there but not enough to dissuade me from dual wielding.
I am also dual wielding Wirt's and a green mace (skullcrusher of the something or other). I started dw as soon as I could get the talent. Having a good crit chance mitigates the miss streaks I get. Stormstrike is also a godsend. As to shocks, I only do shocks once in a while; for me, stormstrike is where the mana goes, along with the str and agi totems.
