Get the mod Shock and Awe, it can tell you want button to push. People with under 5k dps aren't hitting their buttons fast enough.

Firstly. AP is his gem of choice as well as enchant UNLESS he is under Expertise and/or Hit cap.
Expertise cap is 6.50% or 26 Expertise.
It takes roughly 8 expertise rating to equal 1 point of straight Expertise. You get 9 Expertise with a fully talented Unleashed Rage (which every Enhancement Shaman SHOULD have if they are worth anything).
Hit Cap for an Enhancement Shaman VS. a raid boss is 14% or 368 Hit Rating if you have an S.priest spec'd for Misery or a Boomkin spec'd for Imp. Faerie Fire and either of those buffs are up on the boss. (13% if you are a Draenei or are guaranteed to have one in your raid.)
Base hit without those factors listed above is 17% or 446 Hit Rating.
These two stats are extremely important and can significantly reduce an Enhancement Shaman's DPS if not capped, especially Expertise since it affects how many swings made are dodged by the boss, with being capped negating that.
Also, your friend needs to attack the boss from behind all the time if possible. I can think of one fight in current content where this is not possible and that is Kologarn. Hodir can be a pain also if there is a lot of melee and he has to run in front to avoid falling ice but he won't be there long hopefully.
Priority goes as follows.
Lead off with Feral Spirit
Lightning Bolt if Maelstrom Weapon is at 5 stacks. Always always always hit Lightening Bolt when Maelstrom Weapon procs 5 stacks. It doesn't matter where in the rotation he is, if it procs, fire it off and resume rotation.
Stormstrike if available.
Earth Shock after Stormstrike (or Earth Shock before Stormstrike ONLY IF Stormstrike is on CD and Earth Shock comes up before it)
Lava Lash after Earth Shock.
if everything else is on CD and MW is not 5 stacks
Refresh Magma Totem
Refresh Lightening Shield (Water Shield is NOT an option for us for maximizing DPS)
Do not, under any circumstances, cast Lightening Bolt on anything but a MW5 proc. Anything before it will reset the swing timer and will result in a net DPS loss if done repeatedly.
Glyphs to use: Glyph of Feral Spirit, Glyph of Windfury Weapon, and Glyph of Stormstrike are currently simulating out to be the highest DPS glyph combination for an Enhancement Shaman.
And that is all the advice I can offer without also seeing his gear and talents.

That Shaman's gear is amazing compared to mine, I don't know how he can't break 4.5k in a 10 man - I certainly can. Is he keeping Magma and Lightning Shield up? Keeping Flame Shock up (which as I understand it is a slight DPS increase)?
Also, i'm sure that Lightning Shield is better to glyph over WF what with the T9 2-set bonus

The best Agi gem is 20 Agi, equating to 20 AP and 0.24% crit (22 AP and 0.26% crit with kings). The best AP gem is 40 AP.
There aren't really enough crit-based procs for Shamans IMO to merit the loss of (18 or 20, based on how often you have a Paladin) AP.
Warriors, Pallies and DKs all get 2 AP per Strength, thus it is best to gem for Strength instead of gemming for AP. Without talents.. without a kings buff, it's 40 AP either way. with a Kings buff, it's 44 AP for the Str gem.
There are also talents like these for..
Fury
or
Arms
warriors;
Unholy
or
Blo
+
od
death knights;
or pallies
, which make Strength even more of a better choice over AP.
(Druids also get 2AP per Strength, but bears gem for Stamina and cats gem forArPen)
Hunters are in the same boat as us (1 AP per Str/Agi/Int), but they have a lot of crit-based procs, and MM hunters also have
this
talent. Hunters typically gem for Agi.
I still don't get why the OP's friend gemmed for Haste. Like.. really? Is the reasoning "Well, Autoattack is my #1 damage, and haste improves that"?

Our damage is roughly even btwn melee attacks and spell attacks, AP adds to both, thus moar AP = pewPEW

I'm not sure if it was mentioned, as I am simply skimming through, but get him to place his stats into a simulator and put in his current priorities and see what the result is, and compare it to several other setups.
Enhsim is a good one, use the one off of codeplex, afaik it's newer.

Looking at the Armory of this person, just a brief glance. Everything looks fine except the expertise is a bit low. 21 as compared to 26 could possibly bridge that dps gap he has run into. Also, is he using WF/WF or WF/FT? WF/FT second option yields better dps than WF/WF.
This is pure opinion on my part (and anyone else feel free to disagree) but, after gemming to hit the expertise cap (2 epic gems should do it) I would then gem strictly for AP or any hybrid gem that has AP if he wanted the socket bonuses. Again, just speculation. I have little to no haste and I still manage to pull upwards 5-6k on most fights in mostly Non-Hardmode Ulduar gear. Also, movement is key. Fights with high movement and no damage buff gimmicks (think Freya +3) can result in lower DPS for an Enhancement Shaman than fights with minimal movement (Deconstructor).
