Armor penetration is at the very bottom of the stat scale, I do not recommend gemming for it, however it isn't entirely useless...just the least important.

Spell hit cap will always be 17% (vs a lvl 83 boss)
That's the one you want to aim for since much of your damage comes from spell talents.
When you reach this point, it will also cover the cap needed for special attacks. You will never reach the cap for melee dual wield hit, as it is substantially higher, so don't even try. The most important thing is getting your spell hit up.

Some things with ArP are our best-in-slot items. Don't think that ArP being garbage stops a ArP piece from being an upgrade.

You are going to get ArP items. Just avoid getting only them. The less points in ArP the more points in should have in higher value.
The reason is because only part of our damage is melee. My damage meters has always told me that 30% of my total damage is done by melee alone. Everything else is spells or special attacks. ArP only effects part of our damage. While other stats, effect both.
Agil gives melee damage and AP and AP gives SP for spells
Crit gives increased chance of critical hits for melee and spells
hit helps both melee and spell hit ratings, bit spell is the only one we care to cap
Attack Power as said before it helps melee and spells
expertise only takes a little to make a large improvement, it increases our chance to hit by reducingour chance to be dodged
You will get ArP, it will help your overall damage, just don't stack it like a pure melee class might.
