The 6% from dual wield specialization is only for your melee hit. You need 17% or 14% with appropriate classes for your spell hit cap. Missing a maelstrom cast will severely hurt our overall dps. So you need, I think 378 or 446 spell hit rating, depending on raid make-up.

Correct. You can see it by looking at the spell-description Effects of these spells:
Heroic Presence
:
- Apply Area Aura: Mod Spell Hit Chance (Value: 1, Radius: 30 yards)
- Apply Area Aura: Mod Hit Chance (Value: 1, Radius: 30 yards)
Dual Wield Specialization
:
- Apply Aura: Mod Hit Chance (Value: 6)
