Technically any healing class can heal dungeons up to 80 with any spec, as long as their spellpower is high enough. Shadow priests double as healers a lot lately during the level grind to 80.
Its not ideal, but it can be done. If you're looking to be a healer, just go ahead and spec as one. It'll be easier in the long run.

You really ought to be your proper spec once hitting Outland. Even with the right gear, healing while not resto, you miss your only instant cast heal,

, won't have the awesome
Earth Shield
, and without
Imp Water Shield
, your mana regen will be terrible. Sure you can heal group quests just fine, but I wouldn't run with a non-resto shaman trying to heal Northrend instances.

Wear full resto gear, except as enhancement wear the best offhand you can find for casting (the options are really sparse, look for something with haste or crit or something), imbue earthliving on both weapons.
I healed all nonheroics as full Enhancement like this. Most groups didn't even comment on me not being resto until I popped wolves on the last boss.
As Enhancement your healing style is going to wind up relying heavily on Chain Heal. It's Enhancement's most efficient heal, by far, and fairly beefy in full caster gear with dual earthliving.
IF and ONLY IF the group is ok with it, you can even continue to melee the mobs for Maelstrom Weapon procs, giving you faster cast heals whenever you do cast (don't save for a MW5, just interrupt your melee to cast heals as needed)
Don't you dare try to heal instances in outlands or northrend in your enhancement gear, though. Your group will be doomed.

I beg to differ. With talent trees being what they now, an enhancement shaman should not have problems healing pre-80 instances, especially instances up to level 70.

wow sick, thanks for this guys!
Currently 61 Enhance shammy, i healed a couple of ramps runs but i have been reluctant to do BF or any more b/c i'm scared im gonna get the group wiped .
I've been stocking up on some healer gear now so hopefuly i can start healin these instances and get to 80 quickly !
