That doesn't actually tell you. >.<
If you are smart enough to click on Goblin Engineering "spell", and able to read basic english, the first comment tell you exactly what to do.

Thanks captain obvious. But ask someone to ask you 10000 times the same thing over and over and try to not be rude to him.

By the way, as you can read in the comments too:
the only way to reset your engineering spec is to unlearn engineering (completely) and
start all over
again
More details
here
and (official website)
here
.
I also read the exact opposite (
here
for example) so I bet the only way is going there and test it. That would be REALLY lovely for upcoming epic ammos recipe (3.3).

Upon further reading I've found that
switching specs was added in patch 3.2
. It was never mentioned in any patch note so I guess people are still going mad at this thing (unlearning and re-learning engineering is just a pain in the /\ss).

Sadly I never read these Blizz pabges,
I just stick to patch notes and that (great) thing was never mentioned in 3.2
. I guess a lot of people did not know about it, because players just got mad when they read about new epic ammos in 3.3.

Dont lie. It was mentioned in patch note.
Gnomish Engineers and Goblin Engineers can switch profession specializations for a fee.

Chill down. I did not see it and it seems a lot of players missed it too (judging the enraged reaction to goblish/gnomish recipes added in 3.3).
