Wow, I actually remember the blue post about this.

The humanoid waist quite simply isn't capable of supporting attire that has been magically augmented by a mere mortal enchanter. During an early alpha when such was possible, we'd see many characters break-out with fever, rash, and even hives. This was particularly common in gnome males. Another reason that belts cannot be enchanted is that we simply prefer to limit the number of item types that are capable of benefiting from statistical improvement.

I think there's been a suggestion on some forums (probably official EU) about engineering-made belt buckles that would proc, as well as sometimes backfire just like any other engineering device. Unfortunately it was only a suggestion and not likely happening, especially considering the quote posted here.
