from what i hear, in heroics you'll need to roll on some leather gear to get your gear up to snuff. Just make sure there's no boomkin in the group that you'll *!@# off in the process.
one thing that will help your hit rating is
this
trinket. It drops off the last boss in H-VH and has a fairly high drop rate. 73 HR accounts for 2.78% of hit rating, and the usage proc of 346 SP is nothing to sneeze at either.. this should be your first goal. Also, look into some of the rep rewards and if nothing else, save emblems of heroism up to get your first couple pieces of t7 for ele... that will make a HUGE marked improvement on your ele gear.

I actually just picked up
this
in an effort to push my hit up, and I already am using both
Mark
and
sadly a green trinket
despite having Embrace of the Spider from my Resto set sitting around. I also use
Voodoo Signet
instead of one of my epic rings.
I have the T7 Elemental shoulders and I'm at loath to trade
my gloves
in for T7 because those seemed to be itemized terribly and my current ones have everything right for elemental except the hit.
All this sacrifice for the sake of hit rating still only puts me at 9.99% hit rating before talents, 12.99% after. I need to be at 17% to hit cap, right?
yup, spell hit cap is 17%.. but think of it this way..
are you alliance? if you are, then your hit rating is 13.99% cause of heroic presence.
do you group with a boomkin or shadow priest? if you do, then you can tack on another 3% right off the top because of either
IFF
or
Misery
if you fit both of those criteria, then you're at 16.99% hit rating.. that would be less than 1 HR to reach cap, and you'd be better off NOT sacrificing any other stats to get just 1 hit rating point..
If you're not alli, you're at 15.99%, which is STILL nothing to sneeze at.. You could pretty safely raid 1% below hit cap and have a negligible DPS loss.. put a yellow 16 Hr gem in something else and you should be right there.
IDK what necklace you're using, but it may be worth it to find someone to craft the Titanium Spellshock Necklace, and throw a yellow 16 HR gem in it. (as 4 intellect isn't going to make the difference from anyone)
actually, could you throw up a link to your armory? if it's showing your ele gear, that will help us tons to see where you could use the help and what to replace. I wouldn't switch out your gloves either... they're itemized just fine and you should be just fine with one piece that doesn't have HR on it.

titan-forged gear is to pve gear as what pvp gear was back in burning crusade..
in other words, it's actually quite good. there are plenty of raiding mages you'll see wearing titan-forged gear...
another thing you may want to look into, until you can get some better HR gear, is having a tailor craft you some
Ebonweave gloves
. You'll lose some of your SP, haste and crit, but all that is really less important if you're not close to hit cap.
although in all honesty, if you're at 13% unbuffed, and you get the rune of accuracy, that basically bumps you up to 16% (15.89% to be exact).. A couple hit rating gems and you're golden, quite easily actually.

I would really love to get rid of my greens and blues though, and replace a lot of the mp/5 in my elemental gear.
No one takes you seriously with a green trinket ;)
you're right.. in that particular case, i would say it would almost be worth it to suck it up and get the t7 gloves and keep your t7.5 gloves for your resto set.

Malygos-10 is your friend: leather boots (3rd best-in-slot, counting ulduar gear), cloth chest with lots of hit, staff with lots of hit. Shammy with staff does look ridiculous, I agree, but it does have very nice stats if you are severely under hit cap.
In general any gear that doesn't have hit on it is good for shamans, no matter if it is mail, cloth or leather. There are some pieces of gear that have spirit and yet still are extremely good for shamans.
There is also a great +hit trinket from ulduar, there is one from H VH as well. Great cloth belt for badges that can be socketed with +hit gems.
There are lots of options, not that many of them are mail, so you will have to go for some other armor type, most likely.
By my count, this post is about 5 links short of being helpful in any real way. Some of the other posts are helpful though, especially Falsegod's tip with the cloth Emblem of Heroism belt.

it doesn't matter if you raid with an SP or boomkin.... one or the other is plenty since misery and imp. faerie fire don't stack. even if you ahve both, you'll only get 3% bonus hit chance. Altho, windstrum, seeing your armory would also help to see where specifically the gear you'd need to replace should come from.

or
a Moonkin. As long as you have one of them you're good.

Haha yeah I'm fine now. A few days ago though I only had 300 hit (sorry I forget what % that was). I was missing on raid bosses. :(
Got it fixed up the other day, lost some spell power gems for hit gems, but upped my boss dps by about 300.

if you're still sitting at 15.47% hit, you can actually afford to drop 1.47% hit rating (provided you're guaranteed to raid with a boomkin or SPriest) and regem that for spell power again.. that will make your DPS go back up some more. :)

I've taken the cloth belt from the EoH reward vendor (have boatloads of tokens to spare), so that I could get rid of more hit gems. I think my armory page is resto atm, but I'm now comfortably sitting in the 17% bracket (counting raid buffs and talents), but have about 150 more spell power and slightly more crit. Should do a little better in raids now.
