To be effective, you will need to choose either raiding or pvp spec. A single talent point can change the face of the spec.
For PvE, you want 41/0/20, which gives you Totem of Wrath and Tidal Mastery. Totem of Wrath is a great PvE group buff and every raiding elemental shaman will have it.
For PvP, you want 40/0/21, which gives you Lightning Overload and Nature's Swiftness. Nature's swiftness is an excellent talent for pvp, because it can provide instant spot heals, or instant burst to a target you need to die quick.
Here's what I'd do for each:
PvE -

This is a handy build for any ele shaman to use. It is effective in both PVE and PVP/Arena, altho slightly more focused on PVE. Now I know some of you reading this post may think "why is there no Lightning Overload or totem of Wrath??". My justification for that is that LO is a waste of 5 talent points atm, even if you have to put those points in to get the totem of wrath, which in my opinion is a great addition to any ele shammies arsenal, but is not really necessary. Only in 2.3 would LO become more viable, and I'm guessing that it's gonna be every ele shammies first thing they will check out when 2.3 hits our screens. And when and if the new LO is as good as it sounds, then having ToW will be a great added bonus.
With the build linked above, u have +9% chance to hit with spells, which is more than adequate for kara and heroics. Not too sure about 25man raids, although I'm guessing a touch more would come in handy. Also having Nature Swiftness is a real gem, and comes in handy when you need a insta-cast heal or CL/LB etc. Also, just to mention, the above build is gear dependant, with i'd say at least 21% base spell crit, 650 base spell damage, 50 or above Mp5, and close on 450 int. Keep your super mana pots on a good rotation cycle, and if you are an alchemist, having an Alchemist's Stone (

) is a must have for any raiding ele shammy, for those long boss fights.
