Remember chain lightning is and instant impact spell so its good to hit with that followed right up with a shock spell.
Obviously you're not understanding the true meaning of dps.

Open with FS use EMa (Elemental Mastery) instant LvB and spam LB until FS is ready again, then FS (LvB still on CD) keep spamming LB as soon as LvB is ready I use it.
The Instant cast should only be used with Lightning Bolt, as the DPS of an instant Lava Burst and a normal one is the same. Why? Because even though it's instantly fired, you have a whole GCD where you can do nothing. The GCD is the same as the casting-time of Lava Burst. Thus, the only spell you can gain something from, is Lightning Bolt.
I have recently been working with the idea of using an earth shock in my rotation because i can cast a FS and 2 LvB before i need to reaplly the FS dot. (My hit rating is high so i dont miss) I havent worked it out yet but a possible rotation could be FS EMa LvB LB spam, as soon as shocks are ready Earth Shock and continue LB, when LvB is ready use it and followed by FS to reaply the dot. (Always according to my stats)
Same theory. Always think of instant-casts as a spell that takes 1.5 seconds (GCD) to cast, naturally affected by haste, and calculate the DPS from that. This naturally only applies to stationary fights, as the obvious advantage of instant-casts is that you can move meanwhile :)

Having no Glyph of FS means that you always cast FS before LvB (so at least Booming Echoes makes sense).
Not only that, it's also stupid in two ways:
1) Not using the Glyph at all is stupid. It's by far the best one you can get as Elemental.
2) If you want to get the most out of Flame Shock, it should be applied just after Lava Burst, so the DoT is ticking when Lava Burst is cooling down.
