For strictly pvp hence not fighting anything over level 80 you only need 24% hit rating to be white hit capped, 32.79 hit=1%
NoCS
is -3% to miss so you only need 21% now, 32.79*21=688.59 hit rating to be white hit capped against other players.
ToT
will indeed help Dwield in pvp but attacking 1.5 secs faster for half the damage is usually superior in long fights where that extra 1.5 sec can add up to a large gap. In pvp you generally end up with a gap between the players or your back to them where you can't melee which is usually between slow 2hand hits so you hit someone, go out of range, close in and hit someone, go out of range. This generally leaves 2handers ahead as the 1 opening hits harder each time than Dwielding. Not to mention the hit cap for 2 handers is 6% white, 8% melee yellow damage which leaves all the extra stat points to go into direct damage stats like strength.
