As a rule of thumb for me, If I’m tanking I'll take tank upgrades, if I’m healing I’ll take healing upgrades. It's best to stick to looting upgrades to what you’re currently doing as this reduces drama. If someone contests your actions, they are being selfish.
You kill that boss with that spec so you loot that boss with that spec.

It seems like this is posted every other day.
I'm the Main Tank. I'm only a prot spec. If a piece of plate loot drops that is an upgrade for me, I get it. I (and the group) don't care if there's a fury dual spec in the group who may tank X boss or Y boss during the run. If it's an upgrade for me I take it. I may choose to pass it to a fury dual spec, but that's up to me.
If a DPS plate piece drops, I'm last in line for it, regardless of what other specs I have.
If a feral druid in the group and a leather healing piece drops, he's last in line behind druid healers, regardless of how often he's swapping specs during the run.
Honestly, no one is "both" specs. You know what role you normally play, the role you are good at.
This shouldn't be a concern. Be smart about it. If someone says "Oh, can I roll on it, that's my dual spec" you can substitute "off spec" for "dual spec" and answer your own question: you can roll if no one else needs it.

This to me is the real issue. Pugs aside (and they're filled with enormous potential for screwing up, granted) -- the question is:
Who does your second spec belong to? Is it the player or the guild?

: I use my second spec for PvP. I have a dps spec so I can do dailies faster. Enhancement is just fun for heroics, even though the guild needs me as elemental.
Guild
: We need you to be available to tank on this fight. We need you to heal on that fight. To dps on that fight.
This is a question I haven't seen discussed enough. Once it's answered, then the question of rolling gets much simpler. In a guild run, loot is distributed for the betterment of the guild, and all loot systems are various ways to navigate that delicate terrain. The only thing that's changed is that your second spec may now be part of the guild's best interest.
Or, maybe you've built up a decent offset by yourself, and the guild neither demands it nor expects it. The guild still may ask you to make use of your offset but not support you in its development.

I see only trouble with this in pugs. If i take myself as an example. Now my main specc is arms, and my offspecc is prot. I dont mind switching to prot to tank heroic halls of lightning, but i surely want to roll on skull-clad cleaver. I dont mind to switch to prot to tank for a pug in naxx either, but i sure as hell want to roll on any fat 2hers that may drop there (besides the huntard sword from 4horsemen, using that atm) how many puggers will start crying when tank wants their loot? Alot.
When i just was prot, i sure passed dps-gear for dpsers.And now i wouldnt mind passing tanking gear to dps if i was tanking.
And when will i ever get to go as my main specc arms in a pug? Never. If i pug im stuck as a tank.

@skumbanane simply answer too your statement is if your dps an dual spec to join group cause they NEED a tank tell them i don't really care for prot gear am going roll for dps gear if they say no then don't group simply

Define main spec. If there are 4 fights and I am resto for 2 and ele for 2, which spec is main?
So what's your solution?
Here's mine. If you can not define your own main spec, then those players who DO have a main spec (all time tank, all time healer, all time DPSers) get loot priority and you wishy-washy dual spec "I want to roll on everything" people can get whatever no one else needs.
Will that make you happy? I didn't think so. Figure out what gear you want to roll on, and that's what you roll on. None of this "I can roll on everything because I'm both" BS.

Main spec/Off spec problems with dual specing is only an issue if your greedy. Pretend that its pre 3.1. loot on the spec that your using the majority of that run.

I don't have a clear-cut opinion on loot rolling. My position is an odd one, but probably not unique.
I was always the only shaman in my guild. Being the only shaman, I'm always given an opportunity to raid (in fact, even when I'm not keen, I'm practically begged). It also meant I got a free shot at almost all mail loot for a while. We had no hunters or warriors that regularly raided, so even the tier pieces defaulted to me.
Our guild is also short on healers. Being a shaman, I was given the responsibilty of healing from early on. My preferred spec has always been elemental, but the guild wants me to heal raids (disclaimer: I don't hate healing, I actually enjoy it. Being asked to heal was never a major annoyance).
Before dual specs, your "main" spec was always the one you were currently using, and because of this, my healing set quickly overtook my dps set. So now that 3.1 has landed, I'm left with an almost full-epic healing set with my T7 4 piece set bonus, and a dps set still clinging to 4-5 blues.
Given the choice, I'd DPS in raids every time. I don't hate healing, I do actually enjoy it, but I enjoy elemental more.
So now with 3.1, dual specs, and Ulduar, do I continue to let me DPS set fall further behind? On the odd occasion when I'm not forced to heal, I'd like my main spec (dps in my eyes) to be up there with the best in the guild. Is it fair that I still must only roll for resto gear? What happens when we recruit new players, pug raid members, or combine with other small guilds?
I'd like the opportunity to roll on both. Let the random results do the balancing.
But, in saying all that...
It leaves our "pure" classes at a disadvantage. Now they are rolling against more people for the only gear they can use. Rogues, hunters, death knights and even warriors will have more trouble winning the loot they need, because they'll be rolling against that many more people. Paladins will potentially roll on all plate, shamans potentially on all mail, and druids potentially on all leather. Of course each hybrid will still only have two sets they'll be topping off, but I can see how a rogue, hunter, dk or warrior could completely luck-out.
It's a tough one. Many loot issues can be pretty quickly agreed upon, but I don't think this new one is so cut-and-dry.

When i join my paladin to a group, i ask straight away to be allowed to roll on dps AND tank loot. Half the time the group complains. I just leave. The other half of the time everyone is happy.
