1st off for your leveling the talent build is not a problem although taking Improved MotW is a bit pointless since your stats are low so the extra 2% doesn't really have an effect. For leveling I would rather have
this but you don't need to respec for that, it's not that serious.
As asked before is the build for cat or bear? This is the spec's I would use, but that's me....
BearkittyI would not recommend using the same spec for both kitty and bear since as you can see it differs quiet a bit.

while leveling i'd recommend 1-10 as caster since it's all you have, 10-20 as bear, 20-40 as cat, 40-70+ as bear or boomkin, then spec to whatever
once you reach outlands bear aoe grinding will be quicker than a cat's single target style and you should head to nagrand asap as it's loaded with mass kill quests that you can aoe your way through, can do the same thing in borean tundra and sholozar basin in northrend
a leveling build will be quite different from an endgame build as are leveling stat priorities as apposed to endgame raiding stats

here are some endgame talent blueprints
BOOMKIN 53/0/11+5 is the basic blueprint for a good boomkin
- if you need typhoon for soloing, occasional pvp, certain fights (gluth), or just in case put one of the spare points into it
- if you need mana regen invest in intensity as needed
- if you need more mana regen invest in dreamstate as needed
- if you need more aoe dps invest in gale winds
- if you have nothing left to invest in put the leftovers in imp IS or brambles for a slight single target dps boost
GlyphsMoonfire is a must for pve as you'll always have at least 1 target and it's easily the best single target dps boost
- Focus: both an aoe and single target glyph, makes SF safer to use if you've yet to get the hang of the range and also increases the damage
- Starfall: both an aoe and single target glyph, reduces the cd by 1/3
- Insect Swarm: sacrifices the 3% miss debuff in favor of 30% more IS damage
- Starfire: less time spent refreshing MF meaning more time spent melting face
- Innervate: if you have no mana your dps will drop to zero
If you've specced Typhoon it's for a useful knockback or @#$%inging off the tank, in an aoe situation another Hurricane is a much better call and glyphing out of the knockback ruins any attempt to annoy the tank making glyph of Typhoon a poor choice for either reason
Bear0/55/11+5 is the basic blueprint for a good bear
- if you want consistant threat grab natural shapeshifter and master shapreshifter
- if you want larger bursts of threat and an optional talent grab king of the jungle and either nurturing instinct for better self heals soloing, brutal impact for more reliable stuns/unterrupts, or shredding attacks for those times you play kitty
GlyphsFrenzied Regeneration is a must making an oh *!@# button even more effective
Maul is a must and allows the ability which generates the most threat to hit an additional target
- Survival Instincts makes an oh %^&* button even more effective and the effectiveness of lotp, FR, and imp rune tap heals while it's active
- Growl is nice when low on hit and you can't risk the potential missed taunt
Cat0/55/16 is the basic blueprint for a good cat
can move points out of feral aggression to nurturing instinct or imp lotp if preferred
GlyphsSavage Roar: is easily a must have
Rip: is another must have as it's your best 5 CP ability
Shred: is once again a must have for all but a select few bosses that you won't bother changing glyphs for anyway and will further boost rip
Tree11/0/52+8 is the basic blueprint for a good tree
- if you primarily tank heal invest in nature's grace and living seed
- if you primarily raid heal invest in revitalize
- invest the rest in living seed, nature's grace, imp tranq, or revitalize based on preference
GlyphsSwiftmend is a must
- Nourish: for tank heals
- Wild Growth: for raid heals
- Rejuvenation: is great for both raid or tank heals
- Innervate: if you're mana regen is questionable, can't heal without mana
- Lifebloom: is decent for both raid or tank heals as well
