I would assume the following:
Gloves - 2% Threat
Weapon - +35 Agil
Chest - +6 Stats
Bracer - +12 Stam
Boots - +12 Stam
Cloak - +12 Agility/+12 Dodge Rating
~D
Probably 15 ag to gloves.

It's about mitigation actually.
15 ag is about 1% dodge for druid tanks, isn't it? That kinda whips the crap out of 2% threat.

Keep in mind agi does add some amount of threat as well. The added crit chance will result in more damage (= more threat) and each crit will also result in more rage (= more threat).
A general rule of thumb for feral druid gearing is that pure stats are better than modifiers or combat ratings. In other words, agi is better than crit rating or dodge rating, str is better than attack power, etc. Exception of course is hit rating and defense, but you only need a limited amount of each.

I would get 12 agi to cloak and 12 agi to boots unless your lacking stam.

Agility will always be the best weapon enchant for druid tanking. It adds dodge, armor and crit (which with talents will give you more rage, and that's GOOD). I cry when I see feral druids running around with Savagery enchants. :P (Even as a cat druid you will get more out of 35 agility than savagery.)
For other items try to get agility, stamina and defense. Avoid dodge rating if you can get agility instead.

Hmm, Stam is quite important for a druid tank, you need enough health to take the occasional crushing blow. You'll want to balance that against pure mitigation... anyway, these enchants are not that expensive, you can always change something if you need more.

I agree with you, agility is way better than savagery, but the agility enchant is also more expensive than agility, and if you're using a crappy weapon waiting till u get a better weapon, the savagery enchant gives a good boost =D
I'm just justifying because I was using savagery ^_^
But for sure, agility goes all the way for tanking druids, along with armor and stamina, that's all you need.
Personally, I really like the PVP gear, it has "green" armor, removes the crit that defense would through resilience and still gives u a HUGE boost to stam, agi and str. I'd say it's perfect for tanking.
I KNOW it gives LESS armor than some items you'll drop in the world, but u know, iLvl means restrictions to item atributes, and PVP epic gear (arena) is quite good for tanking IMO.

For a bear druid:
Head: Arcanum of the Stalwart Protector : 37sta / 20def
Shoulder: Greater Inscription of the Pinnacle : 20dodge / 15def
Back: Major Agility : 22agi
Chest: Powerful Stats : 10 all stats
Bracers: Greater Stats: 6 all stats (40sta - patch || 90sta **LW only**)
Gloves: Heavy Borean Armor Kit : 18sta || Major Agility : 20agi
Pants: Frosthide Leg Armor : 55sta / 22agi
Boots: Greater Fortitude : 22sta || Tuskarr's Vitality : 15sta / run speed

Roughly what I use.
