Druids are most useful in arenas as healers. Feral is powerful but lacks the utility you'd get from a rogue, so its less useful. Specifically, as an arena druid you'll want nature's swiftness and swiftmend. You won't really need to go deeper in the resto tree after that, since tree form isn't useful at all in arenas. You'll definitely want to pick up all the interruption talents, however. Entangling roots and cyclone are very valuable skills for use in arenas. Here's how I would spec for arenas:

If you are just starting arena, I would go with something like this:

You can switch the points in Thick hide for 3/3 feral instinct if you want.
Once you get a decent amount of resil(400-415ish) you can drop the points in natural perfection because you max out at 25% reduction to crits.

Actually, feral druids can be very good, I play as a Shadow Priest with one in 2v2s, and we make an awesome team, since we can both drop out of forms to heal when needed.
EDIT: I forgot to mention, Bear Form is viable when versing rogues or warriors, Cyclone + Heal when in normal form, and tranquility are life savers.
