Then we are screwed royally.
I saw a guy on Facebook post a good theory about the act. That it is supposed to be a big bad scarecrow that will get cancelled, and that will be followed by a "much less harsh" method of censorship, and people would accept it because it is "much better than the previous one", when if the first one didn't come, they would be upset about the second change. It makes sense. Any alternative sucks a lot though.

I seriously hope to god that law isn't aproved.
China isn't the only country with a censorship law, Venezuela approved a few years ago the RESORTE law (Resorte means coil, but its an acronym for (RE)sponsabilidad (SO)cial en (R)adio y (TE)levision or Social Responsability on Radio and Television)
the alledged purpose of that law was to restrict what can be shown on TV shows and radio shows on schedules not fit for children, like for example, make it illegal to show a woman in a bikini at 4 PM, or restrict language used from 8 am to 10 pm.
The REAL purpose of that law was to monitor, censor, and remove every single bit of anti-government propaganda on radio and television, which led to the shutdown of the number 1 TV station of venezuela (The first one actually) Radio Caracas Television (or RCTV) as well as the shut down of 7 radio stations, for broadcasting anti-chavez messages and propaganda.
as such, national television has plummeted massively since then, and its gotten so bad that on the few homes where people got no cable, they simply don't watch TV anymore.
Censorship laws are just fancy words for putting a shackle on you. Don't be a fool and vote for that crap, because giving them the power to regulate what you do on the internet is just the first step to a global dictatorship. (and I know a thing or two about dictatorships)
