You'll do better in PVE/BGs (non-PVP-geared opponents) with the crit from silk. Against teams with resilience gear, you'll do better in the dreadweave.

I like critting so I personally choose silk over dreadweave, but dreadweave is better against high resilience opponents.

As a frost mage you don't really want anymore then 15% crit for pvp, why? Because that 15% will negate people who have maxed the resilance cap so it doesn't eat into your Shatter crit%. Winterschill helps but in arena especially its used to keep the dispellers busy.
