Asking for a tip up front is not a tip, it's a fee.
I fully support fees for people who aren't willing to live with the possibility that people can be incredibly cheap.
Just tell people you have a fee, and make it very reasonable, and you will always come to them. Otherwise, you have to live with people being cheap. If you refuse to give someone an item until they tip and you never discussed it, it makes them cheap, but it makes you a thief, or an extortionist, so I'd not go that route.

It's funny, because not 15 minutes after I made my post above, I flew my druid from Org to UC to make an Icescale leg armor and dude didn't tip. It's incredibly rare. So when the same guy was advertising in trade for an enchanter, everyone who linked their enchanting got a nice little tell from me :)

I went through a long streak of not getting any tips at all for rare enchants.... Or like 50 silver, which is more of an insult than a tip.
Now, I'm consistently getting nice tips, so I'm not complaining.
I think it has to do with the fact that a lot of enchanters started asking for a fee equal to 10% of the mat cost. While I don't require the fee, I do suggest that as a guideline for a tip, when asked.... It's nice to see it's catching on.
I do laugh when I see a twink spend 600g on mats for his enchants, and a 50s tip.

I don't even ask for a tip. I don't charge anything for my services but I do say that tips are appreciated. For the most part people tip a fair amount and it's not an issue.

This.
It is rare that people don't tip. I don't think it hypocritical, though, to let anyone else know if people are non-tippers. Getting 0 tip is very rare (I have a max of every profession, so I do a lot of stuff for tips).

Do you ever ask for a tip up-front
If you ask a tip up-front, it is no more a tip, it is a FEE. When will people learn that.
And you should always ask for a FEE. That way you are sure to get something. People who will complain that you ask for a FEE are usually the people who would gave you nothing anyway, so it is not a lose. And people who would give you more than what you ask as a FEE will give you more anyway. So yeah, always ask for a FEE and never do trade skill for tip.
Personally if someone do not ask me a FEE, I wont pay them. If they say "what? no tip" I will reply, "you never asked for money". And for those that say they want a "tip" but do not specify how much, I give them 1 copper.

My trades are JC and Ench so yeah I get loads of calls to cut gems or enchant there newest epic items. That's from guild and friends, I tell them before that a tip is not needed ( Special people :D ).
I have stopped cutting and enchanting to all channel spammers LF JC or LF Enchanter since I don`t find it worth the gold if they do tip. That`s right if they do tip. I went out my way loads of times and didn't get a tip. I find that there are better and faster ways to make gold then running from city to city helping players that don't appreciate it. I mean really I would sometimes just settled for thanks but hardly get that.
I know it's not like that on all servers since I've played on 2 different server and found that there are some good people out there playing WoW to who I'll help anytime :)

Many of the Jc's on my server do not ask for a tip, i usually tip them 20-30g / epic gem cut, just think it's nice to see how happy they get when they didn't even ask for a tip in the first place ;D

When you go to a restaurant with a party of 8+, there's an automatic 18% "tip", and they still call it a tip.
I dont know where you live, but where I live the tip is up to the person. Some give alot because it is brainwashed in their head that they have to tip, personally, I tip based on the service I get. Crap service = no tip.

About all restaurants have a policy about auto adding tips into large party tickets. I know since I have been running restaurants for over 8 years. Its all over the U.S. not just in certain areas. You probably don't know becuase how many times have u taken 8+ people out to eat in one sitting.

1) I go to restaurant with 8+ often
2) I do not live in U.S.
I call it a tip because I don't say the amount anywhere. Yes, it is required that I get something and I will hold whatever I did for you hostage until I get something, but I do demand at least
some
gold.
People could report you for scam if they wanted. They would get their item back and you would get a 3day ban.
And I also have waited tables for a while. When I get bad service, the waiter doesn't get much. But a tip isn't extra pay- it is all that the waiter gets. That's what he's there to do. It is the same in game.
I guess you live in US too? Why every time i learn a new thing about US it just make me believe that place sucks even more than before? Where I live the tip is an extra pay. The waiter have a normal salary + their tip.
