your post makes no sense almost...
but I have found a few small uses for shiv in pvp..mainly a cheap way to apply poisons to an off target. use finisher on main target, run to off target, shiv them to put up wound + crip, back to primary target. FoK can accomplish the same thing but costs more energy. Its worth keeping on your bar but not in a high priority key bind.

It's very useful if that Wound Poison is about to wear off and the target is casting a heal, or is about to be healed. Or, if you want to make sure that Crippling Poison from Deadly Brew stays on. It's very situational, but not entirely useless.

I use Shiv all the time!
Putting Wound/Crippling poison on the target with one move is GODLIKE. It's a Mortal Strike and Hamstring all-in-one.
Reducing healing by 50% and movement speed by 70% in one move is AMAZING. Very important for Arena.

Yes, it WOULD be an awesome move if we didn't apply wound 5 times per second. Shiv is a relic from pre-deadly brew days.
It should only ever be used by non-deadly brew specs in pvp for a quick apply of crippling. It should
NEVER
be used in pve.

i simply switch target and with the auto attack i put the poison on. then i go back to the first without wasting cp and energy.

Too bad its just better to mutilate the person for 17 more energy and 500% the damage, considering I havnt seen a mutilate with double 1.8 weps not proc wound in a few months now.
