Well Dwield tank is a bad idea anyway with the huge loss in avoidance and stam to have a respectable hit chance. If it's a heavy direct damage magic fight with some melee combat and they have
3/3 Spell Deflection
then
Swordshattering
may be a good call,
Spellshattering
would also be acceptable gaining an edge as magic damage increases and melee damage decreases. But generally you'd want
Stoneskin Gargoyle
for the health, avoidance, and allocation of def rating that frees up other gear for more stam/avoidance.

here is a simple answer
SSG grants 25def lev and 2% sta
Swordbreaking x2 = Swordshattering grants 4% Parry
both are not subjected to Diminishing Return.
25def lev equals to 1%miss 1%dodge 1%parry
In term of Avoidance, swordshattering wins.
So, it comes to a question that, 1% Avoidance vs 2% Sta.
It's totally up to your personal choice.

The problem is not that he uses swordbreaking over SSG but that he dual wields while tanking.
Swordbreaking vs SSG ends up being 1% avoidance or 2% health. You can make a case for either, so long as your able to stay defense capped without SSG.

Actually, you're closer to comparing 25 stamina and whatever you free up from the 25 defense, versus 1% avoidance. You could probably regem that extra 1% avoidance if you're so fussed, anyway...

Samhein is correct in his post, that it simply requires you to gear more for defense than stamina and avoidance as is typical. DW is not complete fail, but it will require more time spent gearing for defense taking away from the stam/avoidance gearing that is already there.

long story short
2 hand tanking requires much less hit allowing you to stack additional stam/avoidance gems/chants
Dwield tanking requires a lot of hit sacrificing some of the potential extra stam/avoidance from gems/chants and making it a chore to even hit the soft cap for expertise (the addition of another item full of stats isn't enough to alleviate all of this)
and as to the original topic, ssg vs sb
stoneskin gargoyle = 2% stam and 25 def, 25 def = 1% miss, dodge, parry = 3% avoidance (before DR)
swordshattering/breaking = 4% (doesn't suffer from DR)
2% stam vs >1% avoidance is what it comes down to
parry is most attractive to a blood tank while both blood and frost tanks would benefit equally well from the stamina
