i would put 1 point from mental agility & 1 point from spiritual guidance to get 2/2 surge of light.

this spec is very clear... very dedicated to holy dps.

i'd also like to point out from wowwiki:
"...it is also true that there are no items that give players Holy resistance. for example, my level 48 priest is smiting orange mobs. i'm noticing it's not hitting for normal damage. holy spells can be partially resisted by mobs. they can also fully resist the spell (which really sucks when they resist my opening holy fire). using holy damage does not exempt you from needing spell hit.
