Diminishing returns refers to a talent or ability that has a pretty good effect when it is first trained or used but then gets less and less useful over time.
As for the skills, I'm not familiar with the Protection tree in general, let alone individual skills to give an answer. In fact, I'm not sure what would cause diminishing returns at all.

ok apparently I lost my post, but here it goes...
Concussion Blow & Imp. Revenge suffer from diminishing returns in both PVP & PVE.
What are diminishing returns? This simply means generic abilities of the same type are categorized into lists & these determine the duration of an ability when used on a player or creature.
Ex.: The first time an ability is used on you it is successful (100% duration). The second time will have it's duration reduced by 50% & the third time 75%. By the fourth spam of the same type ability, you will be immune.
This lasts for 15 seconds. Not all abilities suffer from DR in both PVP & PVE.
There are two basic types or lists for DR concerning stuns:
controllable stuns & random stuns.
Charge, Intercept & Concussion Blow all share the same DR list for controllable stuns.
Mace specialization, Stormherald & Imp. Revenge all share the other DR list (random stuns).
Rogues have a special type of list for their stunlock techniques which allows them to effectively play their class. Their opening move, Cheap Shot, is a generic, controllable stun & will diminish yours as well.

helpful. I didn't know Warcraft even
had
pre-set diminishing returns for skills. (Does this apply to spells like Fear as well? It ought to or I'm going to feel very disadvantaged.)

In short, yes it applies to fear abilities as well. Same with Polymorph, etc. - even chill or freeze effects (e.g. Frost Armor from mages, etc.). DR was originally introduced in patch 1.4 & is always being tuned, warriors in 1.9 & rogues very recently (Blind).
A prime example of how powerful DR really are would be the warlock. Their abilities "Fear" & "Howl of Terror" (single target fear & aoe fear) are on the same returns list, but what you may not know is that their succubus pet's Seduce (charm effect) is also on that same list.
On the contrary, moves like Curse of Exhaustion (slowing curse) is not on the list.
So, rest easy.
