meters, especially HPS meters, mean precisely #$%^all. Yeah, maybe he was a bad pally all around, but still, keep to your word. If you say "open loot", do open loot. Don't change things up because you don't think someone contributed "enough".

You did what was best for you and your friend, at the expense of the PUG and your loot rules. If that sounds right to you, then game on.

You are a perfect example of why PUGs are sometimes hell. There is nothing fair about what you posted. You're nothing more than a common ninja. I'm frankly amazed you'd advertise this on Wowhead. For all the others in the PUG who weren't involved, I'd be willing to bet you look horrible to them. I wouldn't group with you a 2nd time. Period.

You did the wrong thing bro, but thats what i would have done too. I wouldnt have given loot to some $%^&ty healer. But i would talk to him about it first rather then just loot it to the priest. And guys, some of you are being *!@#s to him, just knock it off, he did what he thought was right.
I think you have missed a part in the OP: Nevermind that, I switched with him and a friend shammy. I went tanking from dps, the shammy went dps from healing and the pally went healing ("Oh, why didn't you say so before? I'm a much better healer than a tank!").
Unless the meters are reset at the time that people switch roles, the meters will be off and cannot be relied upon to prove how good or bad a person is playing. Of course the pally would have lower healing. How could he not when the meters were not reset? If the pally didn't heal at all after he took over, then that would be something else, but the OP has said nothing about how well, or how poorly, the pally healed. Only the numbers have been mentioned. It seems clear to me from the OP that the change was just before the boss fight. Again, how could the pally be anywhere near the priest in healing?
If you let incorrect meters change your mind about giving loot to someone who won it fairly, you need to think again. Why are you using incorrect information to justify going against the rules already set out and agreed to? Why be a ninja on someone else's behalf? If you are that concerned about who is pulling their weight and will base loot decisions around it, then you need to inform the group ahead of time so they can either leave or agree to reset the meters if people change roles. If someone new joins, you need to reset meters again to give them the same opportunity as the rest of the group.

I'm going to say that the OP wasn't wrong. But he wasn't right either.
Just ask the pally to come along for another run, give him any piece he likes, and make sure that the pug knows that the pally gets first dibs.

Wow, I'm a little surprised to see a
Disc priest
, of all classes, using meters to justify taking an item from another player. A Disc priest should be well familiar with the limitations and problems of healing meters, since Disc players have the most issues from them due to how the combat log reports absorbs.
It's obvious by asking this that you have some feeling you may have done something which wasn't entirely inappropriate. I really don't think you acted maliciously. However, you let your friends influence your actions, which isn't a good thing to do. Knowing you're vulnerable to this, it might be better for you to decline Master Looter status in the future. Not all of us are good at leading, and not all of us are good at making this kind of decision for fear of rocking the boat with friends.
There is nothing wrong with acknowledging that and deferring to those you know are more comfortable making impartial decisions, which may upset a friend. I, myself, am someone who wants to please everyone, and freeze up or get upset when such is impossible...so there are some tasks I decline.

Just don't defer to that Priest ;)
See if you can convince your Priest friend to ticket the item back to that Pally, and consider sending a note of apology to the Pally.
Or what Skyfire said, that might be cleanest, actually, it's a great suggestion.
