So on BFA create your own strength quest, what if I sold the piece of armor I was meant to upgrade by accident and logged out? What do I do? Abandoning and accepting the quest, doesn’t get me the armor again...

However, that quest is only intended as a way to introduce you to the upgrading of Benthic gear, at increasing costs of Manapearls, capped at itemlevel 425 (or 430 for Azerite pieces) There is no followup quest.
By now, while at least the base version of Benthic gear can help bridge gear gaps left from levelling, it is more lucrative to gear up via other means, so you might want to save the Manapearls for
other rewards
