Ok, I may be a relative noob to the game, but I have been seeing these guys in the Alliance cities that want commendation signets. How do you get those? I looked on wow.com but I can't seem to find out.

More specifically, they were rewards for handing in goods during
The War Effort
. Depending on the level of the items you handed in, you would get 1 to 10 commendation signets which in turn could either be handed in for a chance of a rare or epic item, or be handed in for a set of amount of reputation with one of the Alliance / Horde factions.
As of the latest new realms, the Gates of AQ are already open & so it's unlikely that the full War Effort will be seen again.
