The bottom line here is that Blizzard is going to do what is going to benefit most people. Most people are hanging around in Northrend, either raiding and doing Tournament stuff. There is no reason to go back to the old world - not really.
You could argue that Blizzard should make things more interesting for new players. Blizzard is more interested in getting people to the end, the newest content. That is where they are putting all of their effort.
Here is my take on it:
If you are a current player with at least one level 80, you know that the Northrend content is the best content in the game. The rest pales by comparison. For you, old world is now fairly painful. Blizzard accomodates you by letting your alts get experience bonuses from stone keeper's shards.
If you are a brand new player, then you don't know any different. You don't know that Northrend is more fun, but you'll find out when you get there. In the meantime, Blizzard is making it easier to do that by giving mounts earlier and earlier, more experience from quests, and various other speed increases.
Yes, much content is going to fall by the wayside but that is the nature of MMOs. The cream is always at the end, not the middle.

didnt read all the posts but imo I would not be suprised if blizz gradually tunes old instances to the level cap. This topic has come up many times and Blizz has already re-worked naxx. I think the only reason why they havent made it a priority is because they still have x-pacs on the horizon and have so much NEW content to release.

Naxx got redone because it was very difficult, required months of raiding older instances to get to, and TBC was released very quickly after Naxx 40 was introduced. They redid it because almost no one saw all of it, even when it was end-game. It was an unusual case. I personally don't want Blizzard wasting time redoing old instances because some people have had nostalgia attacks or feel everyone should accommodate them because they came late to WoW. I missed some old world dungeons because I came late to WoW, but I realize that was important to the game then and I play what is important to the game now. Online mulitplayer games change over time, old content becomes old and new content is introduced. If you want games that don't change or where everything scales to your own skill level exactly, you're in the wrong genre.

Heroic level70 instances are extremely challenging for 1 lvl80, and i can imagine that normal outland instances are hard for some speccs/classes to solo.
Why not introduce a new faction that gives out a questline and some extra quests, even a daily dungeon, based on older content?
They could offer rep, descent quest rewards, and rep rewards, with a title when you completed it all.
One solo-vanilla line, that involves some starters like escorting a npc through like LBRS-Dire maul-Scholo and Strat, finishing with UBRS. (Since these are fairly easy instances for a lvl80, a npc that walks around and aggroes mobs makes the instance harder)
A solo Outland line, a heroic solo outland line, and then 2 group questlines that takes the players to raid instances, where they have to kill some boss. Going AQ40 or SSC with only 5 people is truely epic.
