The quests are more expensive that the training at 40. By a lot.

As of patch 3.2.0
You can now learn Journeyman riding and get your Charger at level 40. You need to visit your riding trainer first to get the riding skill, otherwise the summon skill won't appear on the trainer's list. The training cost starts at 50 gold, and scales down depending on your rep with the training faction. At Revered, you pay 42.75 and a further 1.70 for the skill.
Skip the quest.

The quest used to be an epic chain at maximum level for paladins to obtain unique mount. There is nothing wrong with the quest now, except its a huge gold sink due to gold/materials requirements (whats more, rare and no longer useful materials that still require several professions to craft) .
As frmorisson wrote above, you can now obtain the mount for trivial amount of gold at your trainer at level 40, same as you got the first one (though this time you have to train the riding skill at riding trainer first).

If you want the Feat of Strength, hold out. Otherwise, get your cheap horse.
I was under the impression that you can still do the quests after purchasing the horse.

than just getting it for free at lvl 60
It's not free at 60. That's the whole point.
150g

150g
= 300g + a lot of mats that aren't farmed anymore.

I like the chains for the quests, because I'm a Lore fan. My Paladin got the charger even though I knew it was going to be made redundant shortly, because I wanted one.
It might be good to get a normal mount, then go back and do the chain at 80 if you don't really have the cash to burn.

oh you horde paladins, you aren't wielding the light, you're taking advantage of it. Lawful good is lawful great.
Tauren Paladins are gonna get the light from the Sun BWAHAHAHAHAHAH.
The Sun is greater than those christmas ornaments the spacegoats use and the religion your humans and dwarves use.
