It's going to change how we heal in groups.
You're going to have to reserve Flash Heal, Greater Heal, and Penance to just the tank as it won't be worth loose the extra heal to top off someone else.
If you must heal other people, you'll have to use your other heals like Prayer of Healing, Holy Nova, Binding Heal, Prayer of Mending, Renew, etc.
Don't forget that Renewed Hope now rewards you for keep shields on people in the form of constant damage reduction on everyone.
This isn't really a nerf, just focusing us on where our attention should be and how we should be dealing with damage to the group beyond the tank.

The damage reduction component being removed is still a bit of a nerf, though.
In it's current iteration, Grace supplies 3% damage reduction and 6% increased healing from the Priest (at 3 stacks) for 8 seconds.
As of 3.1, this will be 0% reduction, and 9% increased heals from the Priest for 15 seconds.
I think the extra 3% bonus healing makes up for the 3% loss of damage reduction, but it also makes me think that Blizzard wants to reward us for healing the target rather than just protecting it. That extra amount of healing will reward us with larger crits, resulting in faster stacking of Divine Aegis. Extending the duration of the buff just lets us move around more, or have more time to shield raid members before going back to healing the tank again, which is obviously awesome.

This is amazing! Serves me right for not paying enough attention to PTR stuff. I guess that's what happened to the original concept of Power Word: Barrier
