It's something that I have been puzzled on too Zarakaar. The evocation change most certainly devalues spirit on a mage even further, yet they change Arcane Meditation to 30%. I don't get it...
I guess we'll just have to wait and see.

Honestly, the removal is nice and the spirit removal from Tier gear is not needed.
Couple things to consider:
1) Mage armor or Arcane Meditation are still based on your spirit regen, and arcane mages are very very viable as a raid spec.
2) Evocation isn't only used while raiding. PVP gear has nil for spirit, so this is a major buff to the pvp group using this base skill.
Personally I plan on still seeking spirit where I can. But maybe that's just my inner arcane mage talking... who knows :)

60% of mana is a nerf for any mage that cared to get spirit weapon(s) and wand. It isnt so hard to have about 70-75% of mana from evo now, so patch is just a nerf:(

No, the Evoc change implies that you should stack some intellect, something that Mages have devalued since BWL times. The thought process, I think, is that it synergizes better with Arcane Mind and Mind Mastery, and thus the rest of the spell damage / crit talents, which all the trees have. No, it's not a nerf.
And besides, do any of those high spirit weapons also have high intellect? Getting 75% back with 7.5k mana vs 60% back with 8k (this is just an example, numbers are probably more in favor of 7k) is 5,625 to 4800, but what good is the extra 600 mana if you have no place to put it? This leaves little room for error on when you should evoc (Not that anyone evocs until they're OOM).
Just a couple thoughts. :)

"Despite what people say" is exactly the problem. Mages have been asking for this change for forever. It's only the way (eg, the amount of regen) that Blizzard has chosen to take with this that people have issue with.
Sigh. Mages need to learn to not fix what ain't broken.

"Despite what people say", this isn't a nerf. Mages have been asking for this for a good reason, spirit should at best be an optional stat for mages. Mind you, needing +dmg, crit, hit, int and sta should be enough for a class.
However 60% certainly isn't the right amount for evocation. But it's just a number and I'm pretty sure eventually Blizzard will change it to something more reasonable. Just give them time, by now it won't be so bad except for mages that were actively stacking spirit, anyway.

Mana regeneration isn't going to go away as something that has to happen in order to sustain DPS over a long time period.
Where
the regeneration comes from may certainly change. If you look at what they've done to a lot of the pre-TBC instance blues, you'll see a whole lot of removal of the Spirit that was previously on those items. I'd take that as acknowledgment that spirit is pretty pointless until the endgame where you
do
have fights that last 10 or 15 minutes. I'm glad they've gone back and re-itemized a lot of that stuff.
As for the evocation change... I have to say that 70-75% for an 8-minute cooldown doesn't seem ludicrous. I suppose we'll just see (as has been said above) people with Intellect weapons/wands now instead of Spirit.
