If casters had all insta-casts it would be much easier for them to stay out of range of melee. having to stop and cast something helps balance the playing field a bit.

It's a way to balance PvE and PvP together. Cast time spells are meant to be really powerful so classes that use them can pull off the necessary DPS in Raids where they can stand still most of the time. But then it throttles them down in PvP where standing still is a liability, but also a reward for gaining tactical advantage.
If a mage could just run away constantly and spin jump and launch off a frost bolt every 3 seconds they'd be the most ridiculous thing to fight ever.

Please don't even mention the pvp trinket when you're trying to make a list of counters to CC. It's utterly pointless when everyone has it...
There are an incredible numbers of CC and anti CC, it's true that rogues are probably the kings of it, but that doesn't stop them from being kited by something like a frost mage all of the time.
Mages have a ridiculous number of snares and some anti-cc they can use versus a rogue, even with the rogue constantly breaking them.

Water Elemental Frost Nova
Shattered Barrier
Ice Block
Deep Freeze
Cone of Cold
(Cold Snap to reset the cooldown on some of these and use them again quickly)
Frost Bite
Invisibility
Blink
Frost Armor Slow
Frost Bolt slow when they actually get it cast.
Then you compare that to rogues
Cloak of Shadows
Vanish
Blind
Sprint (improved)
Shadow Step (talent)
etc.
I can keep going on but you see what I mean. Especially the mage in your example, has lots and lots of tools to get away from you, just like you have lots of tools to catch up again.
It didn't always use to be so extensive. But as new abilities were added, new counters had to be added. So now it's just a huge CC vs. Counter-CC race in a lot of PvP, especially in the fight you used as an example.
Overall, you're asking for a major change in the way all caster classes work, when really all they need is tweaks.
note: almost every ranged class has the capacity to remove hand of freedom from the paladin.

Anyway, my point is, I don't see how removing casting times and making that time a cooldown on all the abilities (of the same school maybe?) a problem. I'm not seeing any real "shot through the heart" killers of the idea. Other than of course, Blizzard will never do it because that isn't how the game works. It would be too much of a monstrous change at this point IMO.
This would just be a huge %^&*ing nerf. It would cause haste to go from one of the best caster stats to being unequivocally worthless. It would take away tons of the uniqueness of casters. They'd basically just turn into ranged melee classes. They would either not be able to do PvE level damage, or they'd be insanely powerful for PvP.
All of this stuff is things people have already said however.
Having to stand still to do your max damage IS being a caster. It's the penalty for being ranged, and every single ranged class has this penalty. Even warlocks and hunters.
Your problem is that you're comparing everything to rogues, which is a mistake.

That's one encounter that could have been done differently. Seems very trivial in grand scheme of things. The op is talking about removing spell casts which will make casters insanely good in pvp, thus requiring dmg nerfs, thus killing every pve encounter.

I see what you mean about haste. Why not make haste just lower the cooldown though? You could still cast faster, just the actual "casting time" wouldn't be faster. You could shoot more instant things in a shorter amount of time this way. More like a semi-auto instead of a pump shotgun. :)
You're just suggesting changing half the whole game to rebalance casters in a way that makes more sense to you. It's never going to happen and is a bad idea. Sorry.
Anyway, good points guys. I see most folks feel that not having cast times either makes casters OP or ruins some other stats they currently have. It would definitely require many other changes for casters to always have instant casts, so it would not be a small change. However, it won't ever be happening anyway so it's no big deal I guess.
I do like how casters are getting more instant spells to go along with their standby spells they grow from level 1. I think a good mix of both ultimately would be best.Casters have a good mix of instant and cast-time spells. Yes.

they don't do this because during that 4 sec pyroblast cd the mage could fire other spells while when it is a cast time other spells cannot be fired plain and simple.
