read the stickies. your rotation isn't ideal so i imagine you will find lots of other very useful information if you read the full thing.
without an armoury i can't comment on gear which is a shame since that's the most likely mistake. your build isn't cookie cutter but it's not missing any major DPS talents either. your rotation isn't perfect but it's not a million miles off.
the problem is likely your gear.
also... you raid with people who don't gem and enchant all their gear? sounds like you raid with idiots to me and getting beaten on meters by people like that doesn't bode well.

i know that "immo>curse" and "curse>immo" is a small difference but, as i said, since it's off-ideal (along with your spec) it leads readers to think you could probably pick up a lot of useful info from the stickies. i did say that the rotation itself is unlikely to cause any major issues but in the absence of further info there's not a lot to go on.

ok, so you logged out with your lance equipped >.<
we'll assume your weapon is of a similar gear level and it has a +63 (one hand) or +81 (staff) enchant.
at first glance your gear is fair, no mistakes with gearing (like using healer pieces etc.) but still plenty of scope to improve through badges as well as drops.
your gemming isn't awful though your meta should be a chaotic skyflare diamond (21crit rating + 3% crit damage) and your chest and pants (with the +7sp socket bonus) are worth gemming correct colours. i know this is generally a bad thing to do but 7SP is good and a veiled (sp/hit) orange gem will be very useful in your case anyway.
spec and glyphs are fine though with 3/13/55 you may find that 2/3 soul leech doesn't really bring enough to be useful and those 2 points may find a better home elsewhere (soul link, shadowfury, 2/2destructive reach, healthstones). soul leech is really only taken as a stepping stone to get improved soul leech in the 0/13/58 build.
essentially, you've got a few things you can improve on but none of them will be holding you back drastically.
all that's left is general advice:

general tips:
Don't clip your DoTs
- Get a good DoT timer addon and find a layout that you're comfortable with. This should help you see exactly when your DoTs are coming to an end and help you maintain a better uptime without clipping the end of the timers.
Use your trinkets
- The DPS that is attributed to certain trinkets on boards like this or 'elitist jerks' is based on the idea that the trinket's 'on use' effect will be used as often as possible. Trinkets can be powerful if saved for 'burn phases' (generally when the raid uses heroism) but if you're not used to saving them for these moments then it's much better to macro them into an ability and have them trigger whenever they're available.
Enchant all your gear
- your gear may be good but enchants and gems are hugely important. The rep enchants for head and shoulder slots of the most often ones to be missed.
Don't match socket colours without good reason
- When gemming your gear don't try too hard to match socket colours - Unless it's for a metagem requirement, in almost all cases a straight +23 spellpower gem is the best option.
Cap your Hit Rating
- Check the section on stats to find out
your
hit cap and get that cap. Don't go over. Don't be too far under.
Max your professions
- All professions give some benefits at high levels.
Use a proper spec
- The talent builds in this (and the other) stickies are carefully planned to provide the best ouput for your points.
Spam that button!
- when rotations say things like "spam shadow bolt" they mean it. Get a castbar addon like
quartz
which shows latency as a red section on your cast bar. As soon as this portion is reached you should spam the button to try to reduce the effect that lag has on your DPS.

you're the one who had the problem, i was simply saying that you were being hypocritical since your original post was not contributing.
as for the gems in the pants. the hit is needed as are the blue gems for the meta. 7SP is a good thing to pick up in that situation.
this thread was essentially dead when you decided to have a go at me. you call me rude and say that i have continually quoted or referenced yet i have only quoted the FAQ once and a suggestion to read the stickies is barely a reference to my own work.
you seem to have an issue with me and i'm not sure why but this seems to happen occasionally. i suggest you get over it because getting drawn into these petty little arguments doesn't achieve anything.

i went into reasonable detail when answering this question.
to summarise, you can make a few small improvements but none of the changes are likely to have a sizeable impact. you aren't making any major mistakes so if you feel you are being beaten by players that you out-gear there are unlikely to be any quick fixes via spec or gear.

the quick answer is yes they can.
since your issues aren't easily diagnosed via a glance over your armoury, any potential problems are most likely to be related to the buttons you press in game. as such a fuller understanding of the class and the basic points listed above are the best advice that can be given.
i've put more time into responding to this thread than i do for most threads. if that help isn't appreciated i'm more than happy to stop posting here.

you, droobs, are a point scorer. you talk about contribution and being helpful but what you're actually trying to do on this board is score points over other posters. this is absolutely not constructive behaviour. good information is good. bad information is bad. anything else is just "blah" in between that i find so very boring.
also... an account started three days ago... i wonder if this is your first account? i'm guessing not.
