I've seen a lot of lowbie fury warriors, but personally cannot see how it could be viable - on same-level mobs you have about 25% chance to miss with your offhand, on higher levels it grows at a fast rate, while chance to miss with a 2hander is a mere 5%. In addition, an arms build with 5 points in cruelty provides fairly consistent damage output for easy grinding, while with all those misses a mob may take very little time to kill or a very long time.
Rage shouldn't be your problem until you actually get instant attacks you can use instead of Heroic Strike (which by the way consumes 12-15 rage on your next swing, not allowing you to generate any).
(Kind of like Seal of Command, damn it)

24% baseline chance to miss for dual wielding, for both hands.
I agree, lowbie dual wielding can be very, very stressful - but only if you have seen the Light.

You have to be honest with yourself & take off your blinders to be fully capable of understanding what is going on. Whether you want to see it or not, it's there: you're missing.
If it doesn't bother you & you're not dying from it then I don't see a reason why you shouldn't dual wield. Just know in all reality you
are
suffering from the dual wield penalty & +hit gear will make what you think is good damage be even better.
EDIT
: Unfortunately, due to itemization you aren't likely to notice the difference, since there's really very little +hit gear at all early on. Just don't let yourself be lulled by this trickery.

UW has been buffed for slower weapons, i.e. with a slow 2 hander you get 1 rage on pretty much any attack.
Also, since WW has been buffed to hit with both weapons - 2 slow weapons > dagger.

I didn't start dual-wielding until Lvl30, but I haven't stopped since. Arideni is right, you miss a
lot
when you use two weapons, but even with those misses I saw a big increase on both damage over time and rage generation. My current Lvl59 build has both Anger Management and Unbridled Wrath; I can hop into berserker stance and once a fight starts in an instance, I end up building up so much rage that I can spam sweeping strikes, cleave and whilrwind without worrying about rage supply.
Not sure if it's true or not, but it seems like the more Sunders I put on a target, the more rage I build up (from the greater damage done). Is this true, Arideni? Or am I just "believing what I want to see"? :-) Because it sure seems to help build more and more rage toward the end of a fight (felt that way before combining Anger Management and Unbridled Wrath, but even more so now).

if you DW, go for lower level mobs than you raising your hit chance. That will keep up your dps pretty well. Not too low though or you won't get XP.
