I personally find random whispers annoying. If I'm had the time for an instance, I'd already be in lfg.

If I get a random whisper and I'm in a good mood, you just get a no, sorry busy. If I'm in a bad mood you get reported for spam for randomly whispering me.

The people that get upset from a single whisper asking them to join a group while playing an MMORPG seem to be missing the point of the game they are playing.
Being asked does not oblige you to join the group, and if you do not wish to join , simply say so. That doesn't mean that you should report someone for spamming.
It can be painful to get a group for a lower level instance. This method seems to be one of the more effective ways to form a group. And I love some of the lower level dungeons.
I miss the days when finally getting through ST felt epic haha.

Someone did this to me today while I was questing in Hellfire on my elemental shaman. We went to Ramparts and we pwned it -- my first time healing with a shaman (and it was elemental spec, no less.) Everyone was around level 60, too. It was a LOT of fun.
Great advice, OP. I'm going to use this method to get Outlands groups going.

That's a bit over the top if you ask me... Sheesh, just say "thanks, but no thanks". You could macro it and bind it to a key. "/r Thanks, but no thanks."

If I'm had the time for an instance, I'd already be in lfg.If i'm in the tool for several instances, i'd rather know beforehand where i'm being asked to go, not last because my analisys of the chances for the group/raid to end successfully do in a large way depend on what we are going to tackle (let's say Ony10 vs ToC10).

A big problem with low levels and instances, is they all expect to get ran through with a high level. In my guild it seems non of the low level people (lvl10 to even those in outlands) can grasp on how to group with people their own levels, and what happens when I say no? they cry as if im supposed to get them through it holding their hand. These are all people who dont have a lvl80 main, those that do understand that stressing to get instance runs arent a big deal cause with heirlooms and quest grinding is all they need to get their new toon to 80. Also, when I do run some peeps through (gotta have a full grp cause I usually wont run just 1 person) they need on EVERYTHING, this paladin was rolling need on everything while there were other peeps who could actually use it. I kicked him from the group and was instantly spammed with hateful tells, needless to say I wont be running anyone anymore unless I know them.

Having levelled both as a healer and a tank, I know just how irritating it is to get random whispers.
My stock response is:
"Am I in LFG for instance X?"
The only exception to this is when I am in LFG, and the group wanting me is in an appropriate level instance, in which case it depends on who/where it is.
